What is the difference in skill "Rank" and "Level"?

The Rank of a skill determines it's overall difficulty to train. i.e. a rank 1 skill trains at a speed that depends on your attributes and learning skills, whereas a rank 2 skill takes typically 2x as long.
The level of a skill determines it's effects on you, your ship, equipment, etc. so for example, Gallente Frigate lvl 1 allows you to use only a few ships, and lvl 2 will not only allow you to use additional ships in that class, but also multiples the ship bonuses (see ship descriptions for details) by 2, rather than just level 1 :)

I have no idea what a rank is, but a level is carpentry tool.

That is Refining RANK 5? Or LEVEL 5?

Prerequesites are always shown in levels, not skill ranks ;)

The rank of a skill is static. It's the same for everybody, and only determines how many skill points in that skill you need to have that skill at a certain level.
The level of a skill is a statistic for your character, which determines the skill's effect for you and is determined by how many skill points you have in it (together with the skill's rank).
