It's possible to actually fly towards a POS at extreme speed, light a cyno then let momentum carry you through the POS shields so you remain safe while your cyno is outside the POS. With the talk of a moving cyno ship being an exploit, is this considered an exploit?

If by extreme speed you mean <=500m/s then yes. Cyno's cannot be lit if speed is above 500m/s

The obvious question should be, if you can avoid a game mechanic penalty legally*, why have the penalty at all?

Its something that is used quite regularly. I actually used it to deploy supercaps against bigger entities a long time ago and easily get out without worrying about being bubbled :-P |

Also is that yes, it would be an exploit to drift into a POS? |

It bypasses the intended purpose of having a cyno beacon that is visible to everyone. What's the point of warping to a beacon if nobody will be there and you can't even kill the ship that lit the cyno

That change been in for 1-2 years or so as I can recall anyway. But it's still possible to glide into the POS (you just have to time the launch of the cyno close enough to glide inside).

while bumping is allowed, bumping a ship which light a cyno is considered an exploit if the purpose is to put said ship in a place it cannot be destroyed.
in a nutshell, the issue is not that the landing ship is bumped, and using this at one advantage, the exploit is by using a spot preventing the cyno from being destroyed.
we were remained of this recently while we bumped a cyno ship within pos bubble, and get petitioned over it.
this is also the reason why now, cyno cannot be activated while a ship is going faster than 500m/s; to prevent him to end it's course inside the pos bubble.
now, for those wondering how one could end up inside the sun, it happened to me once, while jumping on a cyno, i jumped late and cyno deactivated mid-jump.
as per game mechanics, i landed in the correct system but at a random spot. my screen was full yellow, then i assumed i encountered a bug.
the second i moved my ship, i reached awesome incredible speed and landed at 0 on the sun, this is when i understood where i was in the first place.
