From the patch notes:
"Using Control + Left Click to target will also halt target lock if used a second time on the same target."
This is not good. With warp in lag and similar, you tend to hammer ctrl-click, but with this thing you will risk locking then unlocking a target.
The solution to this is to have the CTRL freeze updates of the overview, so the reason this new thing was added in the first place disappears.
Having CTRL lock the overview is a much better solution than making it even worse to lock ships.

Why not have this instead of the other thing?

You're asking me? Well, it seems obvious that freezing the overview on CTRL will solve more problems and not introduce new, than the "fix" ccp has in RMR.

I agree completely with the poster here on this one.
Sadly, I am running on a 28.8k in Western Canada, and am forced to spam control click things to ensure I can get target, since usually the first 20 or so tries are either invul messages, or .5 sec targeting attempts that do nothing.
If this can not be blocked, its going to be a REAL pain the ass having to target via drop down menu or clicking the target button again.
Make EVE with user friendly controls that are adjustable, and not forced with set hotkeys please.
Another example would be panning camera with left mouse click, as well as movement in space with the left mouse button. I tend to find myself flying the complete opposite direction intended quite often due to having to double click things multiple times to get them to work with my bad connection, and only compounded by having transparent windows like the Overview that you can not seem to make opaque, as they accept double clicks directly through them as directional movement. Obviously this only leads to sending my ship way way way off course unintentionally.
Would be nice to have a completely adjustable XML based UI, but we can only dream that those presents will be under the tree at this point in time.

Agreed, This is going to suck rather bad considering all the lag.

I could not reproduce this on Singularity right now, so they must have changed it again. Ctrl-left on the overview did not cancel a lock in progress or unlock after locking stuff this way.
