Make it so that you can randomly be attacked by NPC's whilst this timer is active. This way it keeps people on their toes, makes them fight and move and you never know when it'll hit so you need to be carefull.
You'd need to make sure that the NPC's aren't BS's but more frigates/cruisers :D
Thoughts? :D

In high sec space they shouldn't attack you in front of gates or stations, but NPC's retaliating after you destroyed some of their forces sounds reasonable. I'd say the type of the attacking ships would depend on the systems security level.

Actually, I have found over the past 2 years that, in certain situations, the NPC rats DO retaliate, to a limited extent.
This can be found fairly often while mining, or guarding a mining op. You kill off a weak set of rats and, within a few seconds, a new spawn appears. Look closely. This new spawn may be 1 ship less than the old spawn, but all ships will be at least 1 rank higher (badge types) and there will be 1 or 2 of the toughest varieties for that area of space.
I've termed this a 'retro spawn' or retributive spawn. It usually pops up rather close (compared to the normal spawns) and always within 5 or 10 seconds of the death of the last weakling. I can count, maybe, a few dozen times I have seen (or rather noticed) this happen to me or my fellows over a 2 year period, so it doesnt happen often (and definately not often enough for my bloodlust) but when it does, it usually brings an item or two of loot that is well worth the initial scare.
If only the devs could increase the chances of a retro spawn, and possibly increase the npc ability to ambush pilots enroute to/from the belts they frequent... now THAT would make this idea seriously cool!

Not a bad idea but realistically why would NPCs only be angry at you for 15 minutes or so. Given that I don't see much value in a 15 minute aggro timer at all.
How about this--increasing the probability of NPCs spawning based on the numbers and types of NPC ships you kill. For example I am certain I have killed over a thousand Sansha ships. Realistically any Sansha would kill me on site if he/she saw me walking across the street. Therefore my appearance in a roid belt in Sansha space should guarantee a massive spawn for as long as I was there because I am considered a threat and because they hate my guts. There would be several benefits to this. If you've killed a thousand Sanshas you've worn out your welcome and should go somewhere else. THis would encourage peeps to move around the galaxy instead of staying in one place (like I tend to) especially if they want to mine. Once you moved out of Sansha space, their hate for you would gradually decrease over time such that you would not be restricted from that portion of space forever.
I know there are a thousand details that would have to be ironed out of this approach so I'm just floating the general concept.
