I am planning to start EVE with one of the new bloodlines in January. I am trying to decide which one and the one I am learning toward most at the moment is a heavily perception-maxed Khanid Cyberknight.
His base attributes would be the following:
16 - Perception 8 - Willpower 5 - Memory 5 - Intelligence 5 - Charisma
As you can see it is a bit extreme. The charecter is planned to be a balanced combat charecter. He won't go far into industry or research.
The idea behind raising perception so high is that a majority of his skills use perception as their main. And quite a few others have perception as a secondary. I want a combat charecter that can learn a diverse selection of ships and weaponry.
Also, ship and weapons skills are some of the highest rank skills in the game and thus perception benefits them a bit more than other skills. Esspecially for a combat pilot.
In addition to that Navigation and Drones each have perception as a secondary. Even with the primary at 5 and secondary at 16... this can also be the equivilant of having a primary of 8 and a secondary of 10... which is a fairly balanced skill set.
Now, mechanics I likely won't need more than 3 skills from. And they are ranks 1 and 2. The big pain will be engineering and electronics which I plan to take many skills from... but the majority of those are rank 1-3 thankfully.
But before I do that I will be getting learning skills. 5 memory and 5 intelligence will make those a pain! However my solution for that is before the new bloodlines come out I will try to save up for +3 implants to mem and int. Basically giving me 8 in each (and almost doubling the learning speed). With the learning skills brought up to about +9 total... it will do a lot towards giving me an obscene amount of perception and a balanced set for the rest.
I am very curious what others thoughts are on this and what ships you might recommend to start out with this. I am planning to be Amarr since that is what Khanids will be tied to, but I am VERY tempted to go with caldari ships (though to begin I will start with amaar frigate iv skill). But thanks to high perception... I should be able to get frigate 4 from caldari and be onto cruisers without -too- much lost time.
Again, please share your insights, counterpoints, and anything else that you feel like sharing. I am extreamly curious what experienced players view of this plan.

ARGH! IT BURNS!!!
Seriously, you're going to be raped when trying to beef up your Engineering, Electronics, Mechanics, and those Learning skills. Still, if all you want to do is combat... Er... Take the hit, I guess.

The main thought is that the initial implants I have will help learning a lot (boosting mem/int to 8) and mechanics only has 3 skills I want. All low rank. Electronics and engineering -will- be a pain. But they are all low rank as well.
The low skills will be mitigated by doing learning skills early on. And the learning skills will be mitigated by using +3 int/mem implants.
Every high rank skill I really want uses perception. And high perception allows me more flexibility since I can train other empires ships and weaponry quite a bit faster. In the end it takes far less time then any other combo. (Due to perception skills tending toward being extreme rank)

There's nothing necessarily wrong with it, based on how far skills are skewed toward perception. You may want to take 1 or 2 more points in int though. Any way you can get 7 Will and 6 Int instead? Small change but...

Bear in mind that stats have no bearing at all on combat, all they do is let you learn skills at a greater or lesser rate.
personally I would avoid max/minning like this, as you'll ultimately cripple your character especially when you want to start getting into some of the more specialised T2 ships which have things other than ship type as their pre-reqs.
I would even them out as much as possible and work your max/min thing with implants... remember it's currently possible to boost your stats by 13 easily and 14 with a bit of effort. (learning skills plus implants). One of the things i regret most is my starting charisma of 3. I groan every time i look at another skill that need charisma. if you start with low stats like that it will come back to bite you in the long run.
