We highly recommend that you earn your PvP chops in ships that you can afford to lose piles of without going broke. Thus it would be in your best interests to start PvPing in frigates until you can cope with your own adrenaline, know how to maintain your composure, learn not to lose pods in lowsec,and score some kills. I disagree with the advice to fly Rifters. With Caldari skills and missile skills, you should be flying Condors or Kestrels. Once you can score kills in those, move up to Caracal, then Drake, then Raven. Once you can pick the right fights and get some kills in a Raven, you will be able to answer the CNR vs Golem question yourself. For some hints as to how to fly Condors, look to people like Liang Nuren. What fights does Liang pick with a Condor? What fights does Liang win with a Condor? Try those ideas for yourself and see if you learned the right lesson from others' successes and failures. In the meantime, please heed the words of Sri Sathya Sai Baba: "Before you speak, think. Is it necessary? Is it true? Is it kind? Will it hurt anyone? Will it improve the silence?"

personally I'd go with the navy raven, more hp and more speed, the painter bonus is pretty nice but the weak grav strength is pretty sucky for the golem. You can trust me, I have a monocole |

Assuming I had a proper fleet backing me up, I'd choose the RNI (I assume that's what the OP meant by "RNE"). It'll hit smaller ships harder thanks to the new bonuses, it's about 400 million cheaper, it's got a stronger sensor strength so it's not as easy to jam out, and in a PVP scenario, I honestly can't see any advantage that the Golem has over the RNI.
Well, aside from the CNR using twice as much ammo per salvo, but that's a minor consideration for PVP - I've never been in a PVP engagement where I came home in my ship with an empty shot locker.
