I am uncertain about a few aspects of the invention ME mechanic:
(1) Do special research facilities, like those on outposts give ME bonuses when you do invention. For example, if an invention would normally yield a -4 ME T2 BPC, would you get -3 ME at an outpost invention slot?
(2) Is the invention base ME of -4 a modifier or an absolute. For example, if you start with a T1 BPO that has been researched to 3 ME and you invent a T2 BPC using no decryptor will you then get a BPC with -1 ME?

(1) don't know, never used one
(2) T1 BPC ME level makes no difference when inventing. Only decryptors will modify ME beyond default. |

No. The only bonuses for outposts will be reductions in research or copy times. http://games.chruker.dk/eve_online/outpost_construction.php

1) The facility installed in does not affect ME of invented blueprints.
2) The ME of the T1 BPC you start with does not affect the ME of invented blueprints.
3) The only thing that affects ME of invented blueprints are decryptors. Without a decryptor, the ME will always come out -4, a decryptor modifies that.
4) ME of T2 blueprints is often not terribly important. ME and associated waste do not affect "extra materials", and for many T2 blueprints the value of extra materials far outweighs the value of the regular materials that actually are affected by ME. |
