Well, i have plenty of skills that i am never going to use again.
ETC. I swore that i am never again is going to mine, i sure could use those skill points somewhere else.
I suggest an item (etc. one time item, implant) that only works one time on one skill. u will have to buy more if u want to use it on more skills. once used, those sp u have used, u will be able to relocate those sp into other good stuff.
This item should be bought for aur, another thing that helps ccp, and its customers :)

Of course we can see the use of it. We just don't think it has any place in Eve.
I am sure there are tons of people that would love to be able to recycle all those skill points they spent in Dramiel now that they are getting hit hard with the nerf bat. They could then recycle them into the next overpowered FOTM.
So how about a great big steaming glass of "Nooooooooooooooooooooooooooooooooooooo"? Does that work for you?

Planning ahead, and learning from mistakes is part of the game. Else you could, for example, train yourself some really awesome subcap skills for a few years, and then when you have say 50mil sp, dump 2 or 3 whole races worth of subcap skill, and trade them in to get yourself a great carrier character without having to wait all that time training skills that won't be useful to you for mo...errrr...years. Sure, I'd like to clean up all those skills that I trained and now don't use, or were given to me at character creation and have been useless since. But it would open up the door too easily for everyone willing to buy some aurum(or however you plan on paying for this skill changing item) to be playing the flavor of the month.
