Twice over the past week, I was attacked in Empire space, but no kill rights were generated for the attacking parties. The first time was in Uusanen in The Bleak Lands; the second time was in Ayeroilen, also in the Bleak Lands. Do kill rights not generate in low sec, or has it something to do with the fact that factional warfare is going on in this region. I do not participate in fational warfare, however. |

Kill rights are only generated for people that attempt a criminal act.
In lowsec that means only when they make an attempt on your pod The Drake is a Lie |

While it could certainly use some examples,
It doesn't indicate any difference because there isn't a difference. Killrights are generated only for Criminal acts. In HS, that includes all illegal aggression, in LS illegal aggression against ships is not criminal, only aggression against pods is.
Just have to click through to the crimewatch page:

I have a slightly less related question about kill rights. I was in highsec, with my security button set to green or safe mode and a kill right showed up. I targeted and then was unable to attack. Does going after a kill right make me criminal? Lower my sec standing? |

No you need to activate your killright.
You will see a small target icon in the target info window. Click on it and activate. This will make him suspect once activated meaning everybody can attack him.
You need to be on grid with your killright.
