The plague was never wiped out. It still exists around the world. Mostly moving through rodent colonies.

the plague cycles through outbreaks fairly frequently
most people in the 1st world don't notice because of effective treatments it's so mundane it's not even newsworthy anymore |

Well it would have to have been exposed to an antibiotic to become immune to it and there are a lot of different types out there.
New strains are if anything more susceptible to antibiotics than any. The dangerous ones are just regular strains of bacteria that linger around hospitals and get constant exposure to antibiotics.
