I created a petition 10 days ago. So far there is still no response. Is the waiting time on petitions always that long or is CCP ignoring my petition? |

Confirming they are ignoring you.
It can be a crap-shoot depending on what kind of ticket it was. Reimbursement tickets for instance are perpetually backlogged because of all the illegitimate claims that get made. The accumulated filth of all their sex and murder will foam up about their waists and all the ho's and politicians will look up and shout 'Save us!' and I'll look down, and whisper 'Hodor'. |

They don't ignore petitions! But yeah, it can be a while, especially with things such as gameplay questions or reimbursement requests. Some petition categories have a higher priority, such as exploits or stuck characters. |

Well, I asked them about a RMT practice that most eve lottery websites use. Those websites openly sell ISK for real money. They disguise it by selling ISK together with a gamtimecode instead of just selling only ISK. I just want to know why this kind of RMT is tolerated by CCP. |

As far as I know, petitions are to get support with game or account issues. If you have made an accusation why is a reply necessary?
I am sure they get many petitions each week accusing the Goons of putting viruses on people's computers or looking in their windows. If you don't know where you're going, any road will take you there. |

I have an issue with the game rules. On the one hand RMT is strictly forbidden according to the rules and on the other hand CCP is apparently tolerating RMT in some cases. IGÇÖm just curious why the rules donGÇÖt apply in certain situation. |

I'm pretty sure most of the lottery sites (iow all those I visited)
a) don't sell the time code themselves, they refer you to a seller. b) they don't give you ISK, they give you credits in their system equivalent to ISK. c) withdrawing that ISK usually does not work, you can only cash it in using their lottery. d) the seller does not pay them real currency, he only offers them a rebate with their next purchase. Even though I can only base that on what Shattered Crystal offered years ago, I doubt they actually pay out hard money for referrals if they can offer a rebate instead and attract even more business that way.
It's comparable to the Amazon partner program, and basically a roundabout way to advertise. The only real money involved goes from you to the GTC seller and (possibly) from the lottery site to the GTC seller.

Shattered crystal pays 5% of the sale value (http://www.shatteredcrystal.com/content/affiliateinfo.php). The successful lottery websites earn trillions of ISK per month. That translates to a few thousand dollars per month even if they sell only a small portion of that ISK for real money. The PLEX / GTC market is huge. CCPGÇÖs revenue on PLEX / GTC sales is like 2 million dollar per month.
The lottery credits that you get are no different to ISK. It causes some costs to exchange lottery credit into ISK. However, those costs are not random. You can exactly calculate them. Example: the value of the price of a lottery is 1 billion ISK, there are 1100 tickets, one ticket costs 1m ISK => 1.1 billion lottery credits will buy you a price worth 1 billion ISK => 1 lottery credit is worth 0.9 ISK.

Your topic or category often triggers a longer waiting time because it is handled by a specific group of GMs who are fighting against RMT, but they don't put too many people in that group so their workload is extremely high. The queue will be longer.
I have a petition of similar topic. I have waited longer than you, 15 days. Also, last week I submitted one for DUST514, replied and processed within five days (a delay of 4 days were caused by me).
