See if clearing your cache and settings folders helps solve this.

Do note that copying the settings folder or any of it's files back may cause your problems to resurface, this includes the prefs.ini file.

Have you tried running any other games to see if those have any problems as well?
Also did you install the client from us or did you use the Steam client to install it?

It seems that the cause of this is that Steam doesn't complete the installation for some reason. You can solve this by navigating into the EVE Online installation folder, there open the bin folder and under that the DirectX folder. There double click on the DXSetup.exe file, wait for it to finish and then everything should run perfectly.

Im afraid the problem is with your graphics card as is with most Intel graphics cards when playing EVE, and sadly we do not have a workaround for this. In some cases the following have shown some success in stopping problems with the Intel graphics card, but sadly not all:
1. Install the latest available graphics card driver from either www.intel.com or your manufacturers site website. 2. Start Eve in Safemode or set Shader Quality to Low. 3. Run the client in windowed mode (Alt+Enter can be used to switch to windowed mode when the client starts up for the first time) 4. Disable power saving features for the Intel Graphics Chipset. 5. Untick "Sun occluded by ships" in EVE's graphics settings. 6. Install a Windows patch from: http://code.msdn.microsoft.com/KB961894/Release/ProjectReleases.aspx?ReleaseId=2067 7. Update your DirectX from: http://www.microsoft.com/downloads/en/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3 8. start -> write: video -> start: view the name of video card -> Advanced settings -> Intel(R)... tab -> Graphic settings -> 3D -> Custom settings -> Texture quality: Performance, Anisotropic filtering: 16x, Vertex Processing: Enable software prosessing, Vertical Sync: On.
If none of the above suggestion help I'm afraid there's nothing we can do to solve this issue for you.
