CCP, we need a way to hunt criminals, like look through wanted posters from Concord. Sure, there's bounty system and you can look through wanted bounties of players but how can we know a random criminal to hunt down, to play police?
Ive asked people this and they say "use locator agent". The locator agent isnt going to give you a random criminal; you have to type the name of a person. this means we need a place to start, a lead.
So, how about a criminal locator system that shows people wanted by concord and allow us to select with or without bounties. This could be part of the current bounty system user interface but a special tab for concord.
Yes, I know you intended the bounty system to only show criminals of concord, as people should only want to put bounties on people that attack them unwarranted - pirates. However, this is not how its used; so, we need to adapt the system to be more feature rich to separate the actual criminals of concord, with and without bounties, while allowing us to sort with checkboxes for kills and losses of the character, bounty or no bounty (as said), ONLINE OR OFFLINE status, and and other criteria like standing toward them from alliance or corp.
It should also report the criminal's system. See, criminality should be very discouraged through features that aide people to capture them. We need locator agents to find anyone at the moment; however, someone that is a criminal should be able to be looked up anywhere by anyone A mid-slot module that you can fit to your ship to "cloak" your locatioin wouldnt be a bad addition though.
Also, the "buying your way out of criminal status" was the worst idea ever. Instead, to improve your security status, other than with ratting or etc, you should get a security status gain for kiling other criminals, for turning to the "good" side. |

Well thanks for letting me know a criminal to start with. I also edited the post since you posted, saying people should at least be able to report a criminal's location they've seen INSTEAD of the system reporting it, opening up a new sandbox side to it - allowing the criminal to pay off people or something. I also said for the automatic reporting to only work when they're in high security, if they dont want to allow "anywhere". This would go along with the story line as they can make it where people are only reported automatically when spotted by concord or customs agents.........meaning, if you dont warp to a gate with customs or concord around it, you dont get reported.
you also acted like i said "highlight the character on overview and keep reporting to the person following them their exact location, even from another system". "Yeah right" to you |

A how to hunt a Criminal:
Step 1 : Find a Criminal (Usually easy in lowsec bordering highsec) Step 2 : Figure out where and when he enters Highsec via Locator Agents Step 3 : Get yourself into the Highsec system where the Criminal is Step 4 : Check local if he is still there continue with step 5, otherwise go back to step 2 Step 5 : Check Stations if he is docked, if so wait for him to undock and kill him otherwise step 6 Step 6 : Be in a T3 and have Combat Scanner Probes, scan him down and kill him
I see no need to change the feature at all. |

Feel free to come and hunt me. Who by the way is not even a criminal or have a bounty but feel free anyway as I totally enjoy messing with people who think they should have everything handed to them on a plate without any work or effort to be carried out. That is the Way, the Tao.

This, it is already possible to find people (including criminals) if you have some standings with any faction. Also you can add
1. sitting in your captains quarters looking at the screen 2. looking at the billboards in high close to the gates
To the list of finding the names of people with bounties whereuon you can locator agentus them to no end within New Eden. |

Confirming that pretty much everything the OP wants already exists in-game.
Also, the way the bounty system has been (re)designed is that who is "bad" or "evil" is up to players to decide, not CONCORD. All the NPCs do is broadcast how much the players hate each other (via bounties) and laugh as we slaughter each other. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

OP, what you say is mostly already covered by some game mechanic.
There're plenty of intelligence channel people use to report "criminals" activities and movements. If they do not suit to your idea you are free to start one and make it working.
Also, if you really want to hunt criminals you should move in low, not hard to find them there :) In HS Concord already does a good job.

What would be nice is to have a service provided by Concord that you can subscribe (for a fee) that tracks what station the said offender docks to and sends you a Eve Mail went event occurs.
Requires good standing with Concord. |
