Here we go again.
Let's start with what we know.
Marauder Rebalancing - source
Marauders get a new stationary mini-siege mode enabled via the new Bastion Module. Bastion Mode:
- Increases shield and armor repair amount by 100% - Extends all large turret falloff and optimal by 25% - Increases all large missile max velocity by 25% - Has a cycle time of 60 seconds. - When in bastion mode, Marauder is immune to EW but cannot be remote assisted in any way - When in bastion mode, Marauder speed is set to 0 m/s, mass is increased by a factor of 10, cannot warp. Also receives a weapons timer that prevents station docking or gate jumping.
Also Marauders will get a reduce Micro Jump Drive cooldown, so that it matches the cycle time of Bastion Mode.
Each of the ships will also get reduce drone bays and other balancing changes, see the link above for details.
Bastion mode will get some nice animations, these are starting to emerge now.

Target Painter changes - source
Cycle time reduced to 5 seconds.
Hi sec player owned customs offices
Unconfirmed, article on the The Mittani is speculating on it. Expect Customs Office Gantrys and P4 prices to head steeply northwards...
Rapid Heavy Missile Launchers - unconfirmed
Speculation at present, but looks like they are on the way.
Data mined corpse models
Again, speculation at present, but perhaps looting of implants from corpses?

I remember CCP talking about dividing the BLOPS class in two types of ships, with two ships for each faction. Bridge capacity and combat worthiness. And something about velocity under cloak bonuses being dumb.

I'll guess ship rebalancing. Iteration on exploration profession sites. Some feature that sounds awesome, that they'll run out of time to finish, and it gets released half-assed and useless, with promises about future iteration.
With the increase in shiptoasting, the Report timer needs to be shortened.

I have it on good authority that the Rifter will be buffed with an extra rack of utility slots (called Utility Slot (B) or USB for short).
Presumably this extra utility is intended to make the Rifter competitive with other T1 frigates again. To carve a successful niche for yourself in EVE you need to be able to out sell, out produce, out fight,-á out run, or out wit your competitors. If you can do none of the above, your only option is to complain on the forums that somehow you are at a disadvantage using the exact same tool set-áas the rest of the player base. |

Not yet.
But I am in the mood for speculation tonight.
I would speculate that they will introduce player owned Customs Offices in Hi-sec, and lower the tax rate. This will give us the ability to make a lot of planetary materials more cheaply than before.
And what are Planetary Materials used for? Building POS and POS modules.
So I would guess they will be introducing a load of these, and that the increased production of PI materials will be offset by increased demand for them produced by building these new modules.
This would all fit with CCP Seagull's presentation last year too. Maybe we will even be able to build a Stargate from the huge pile of PI materials... |

I don't see the highsec player owned custom offices. As it was a Soundwave/Goonswarm nerf highsec thing.
With him and a few other notable GSF devs (sorry, but it's true!) leaving for greener pastures. (Hey, good for them!) There will be a shift towards a friendlier noob friendly EVE Online. CCP wants subscriptions now, not sociopaths.
If you look at the past few years' expansions, all they've been is a fix of old broken stuff made too look like an expansion.
Find an old mechanic that's been broken for years, throw it in a paperbag with glitter and candy with a few ships balanced. Give it a trailer, BAM! Expansion!
I'm going to lean towards a complete overhaul of Industry across all areas of the game.
It'll affect ALL of us, and it's literally the first expansion that's going to have devs explain it live on it's own "show" and hope we understand and not riot... I'm currently taking bets on the following: - CCP Games becomes EA Games' property. - EVE Online will have Microtranctions everywhere. |

My predicion is that CCP will add extensive undocking animation just like the wonderful gate animation that you cannot turn off. That way you can enjoy undocking in tidi and lag just as much as you can enjoy going thru gates in the game now. Since CCP apparently doesnt play test their game any more it only makes sense to add wonderful new features like this to the game to increase lag and cause players to quit their game. Features that you cannot turn off.
Thank you CCP for thinking of players like us in your efforts to improve this game. |

I don't see POCO's working in HS to be honest. All the big null alliances will swoop through HS and take ownership and push up export taxes to further control the markets.

In my opinion the last few "expansions" "patches" or whatever have been great. Incursion gave ME as a person nothing. That to ME was a failed expansion. These last few have done nothing but make the game faster better and more accessable than ever before!
I'm glad CCP did the hard choice of holding back to allow them to actually fix a whole lot of stuff that was in game but served no purpose. The game is a lot bigger and more varied because of that choice. |

I hope they take their time with this expac, if its not done i'd rather they finished it than pushed it out for more dorrar! Tbh if they really worked at a decent expansion I'd buy it (i know they are usually free). If they can't think of anything actually new and exciting, i'd rather they spent their time optimising the current stuff.
Maybe for our paid expac should be EVE 2.0... (i know never gonna happen) But fresh code? om nom nom! |

They're not an either/or.
Sorry you find the balance changes "boring". Those of us who have years ago passed our boredom threshold waiting for glaring ship imbalances to be corrected are happy as hell to see them corrected and the number of genuinely viable ships available to fly massively increased. We find the prospect of hugely increased diversity, with new fleet doctrines and new gang tactics and new solo opportunities pretty god damb exciting.

If people can't see the obvious implications of the Marauder changes, then that's their problem.
It's not even a problem really, because those implications will be made explicit soon enough.

Shipes rebalancing should not be the only theme of a patch. This should be a living and ongoing process.
I think it is time for one or two new, really awesome features. And I don-¦t speak about the hacking-minigame for example, there you know how "awesome" it really is, if you had done it the second or third time... |

TBH, I would not mind seeing a nice chunk of actual new content every now and then. Once a year perhaps, make winter expansions add new content and summer ones work on itterations Not saying that balancing was not desperately needed, quite the contrary but still... What I'd like to see is more npc nullsec since that seems the logical next step for folks who want a change from say lowsec but cant be bothered doing the whole sov thing. Maybe introduce some kind of 'sov-lite' space in null with a modified (and fixed) version of FW plexing mechanics for sov control. Again, let's emphasize fixed aspect so that everyone doesn't start the obvious 'stabbed cloakie plexers will ruin it' talk. |

All I'M saying is: Changing/fixing stuff that's already there is not expanding... so those last few "expansions" have been, in fact, "patches", and because of that, people think the game stagnates. "Fix everything" is not a realistic goal. EVE is too big, too dynamic, too heterogenous to ever have "everything fixed".
The goal is to put in place an ongoing processes to make sure that things keep on getting fixed and that EVE doesn't end up once again in a position where there's a titanic backlog of horrible glaring problems. There is now such a process for ship balancing, and the other dev teams have been pretty pro-active in firing suggestions and requests for opinions on other long-standing issues as well.
I personally am satisfied that CCP Seagull has plenty plenty ambition to add New Stuff To Do, New Places To Go, New Ways To Be into EVE. I am also satisfied that she has a coherent, realistic plan based on the resources she has right now to deliver it.
I also fully expect that plan to make a lot of people super mad and angry and disappointed and ragey rage, because there are simply far too many EVE ecologies for them all to be evolved as fast as the inhabitants could wish. Most of us would agree that (for instance) an expansion that reworked faction warfare, added smuggling and black markets, introduced pirate faction warfare and allowed pirate faction player characters (with corresponding additions to the character creator) would be a pretty damb excellent expansion. But that "excellent" expansion would leave totally untouched:
0.0 Sov Economic rebalancing W-space Drone space WiS Mining Exploration/Hacking/Arch Capital/Supercap mechanic reworks New Player Experience PvE (including plexes, missions, epic arcs and COSMOS) Incursions Local vs active scanner vs probing mechanisms
To name but the first dozen major areas of gameplay that haven't been looked at (or at any rate improved) for half a decade.
