In the tutorial and other places it's sometimes mentioned that only those with specific keys can access dead space pockets, and that can't other wise be accessed. But so far, this has only been seen in PVE missions.
Now how about this? Low Sec gets dead space pockets that are either already visible on the overview, or need to be scanned down. These would consist of a few rooms, and the gates to the final rooms can be locked, but the room before those has a sort of inhibitor, which prevents unfriendly ships from activating the gates. Or some other form of breakable barrier to the "used" space. Within these deadspace pockets could be for example, large asteroids that can be converted into stations. Asteroid-POSes anyone?
I suppose some more incentive would be required to make people want to go through the trouble of colonising these, appart from the strategic advantage a corp or alliance controlling such a pocket gets. The access to these could be limited by ships-size. For instance, keeping capitals out and limiting it to Battleships and smaller.
This could potentially help in repopulating Lowsec. Of course, the details of this would have to be worked out. I'm a rather inexperienced game designer at this point :P |

How is this different from wormholes?
People have suggested this before, but I can't imagine why anyone would want to live in a deadspace pocket. Those accelerations gates are ancient, not something that anyone would have access to. It would be a little like saying everyone in the United States should have a Roman aqueduct hooked up to their house.

It would be quite different from wormholes, because people would not go to a different system when entering a plex. They would populate the space between the celestials.
