Would it be better to insure players based on RISK. Those who stay in high sec and have fewer ship losses pay less and get closer to the value of a ship based on market averages. Those who take risks and use low/null sec or have higher ship loss pay more but still get closer to market value. Much better especially for T2 and T3 ships as they are hardley worth insuring at the moment. |

Only insure ships you PLAN to lose, why would you lose a ship in high sec (unless at war)? Excellence is not a skill, it's an attitude. |

Good idea.
Ice miners who are foolish enough to take risks by flying their ships into areas of space which large alliances have declared to be no-mining zones should lose their insurance payments. |

Insurance isn't something you have to put on your ships. I would advise only insuring it when you anticipate a high risk scenario. Granted, suicide ganking can occur at anytime, but if you're not going to lose the ship before it expires, it's not worth it.
The problem with a greater pay out for ship loss is that miners don't really value their time. The more the payout is raised, the greater the risk is that it will to a point where you can almost make isk by fully insuring and self destructing ship hulls.
T2 and t3 ships are not worth insuring and rightfully so. If there was a greater insurance payout, their prices would plummet. T2+ ships are more specialized and grant tactical advantages when well-executed in PVP scenarios. I doubt people would be as careful about bringing the right ship for the occasion if they knew it would cost them little to replace.
Messing with insurance is touchy business as it has a direct impact on isk outflow in the market. |

I wasn't thinking about paying out the full price of a ship say about 70% you still have to pay for mods and rigs. Just to make it fairer for higher end ships. Self destruction of a ship would be zero payout, that's like tourching your own car. |

Thing is, "oh well bad luck" doesn't exist. There IS no luck (unless you're part of a 500 man Abaddon blob and you get randomly primaried), it's all about various levels of planning and effort. Luck is the excuse poorly prepared people use when something, inevitably, goes wrong. So with that in mind, if you don't PLAN on losing your ship you probably WON'T lose your ship. Especially not in high sec.
