I think new players in EVE-Online are bound to make mistakes - and I feel that perhaps especially new players (on top of having to learn a complex game) - get rather 'punished' badly if they receive a bounty because they weren't sure how shooting works (for example).
I think there should be some way (at a price) - to remove or reduce bounty ISK. |

So.... why should you be able to simply pay isk to remove a bounty. Someone has said 'I want to see this person's ships burn, I want them to suffer'. Doesn't matter why they said it, they should get what they paid for (Or at least the ships burning part). |

I agree with you but I think it's particularly frustrating for new players - because what happens (if the bounty is large enough) is that their visibility is increased when, perhaps, they are still in the learning stage of the game.
Some players give out bounties out of sheer boredom.
As a newcomer, I wouldn't particularly like the idea of having a 10mil bounty put on my head because someone was bored, and it would take me insane amount of time (again - as a newcomer) to get rid of it.
In the mean time, corps I might want to join - might be reluctant to do so.
It kills the experience in my opinion. |

I'm totally serious about this too. In a game where there are so many mechanics that can be used against you and many more players that "get bored" and can visit great harm upon your pixelated being, having the ability to change your expectations is an incredibly useful thing (dare I say, almost mandatory).
To get to the meat of your idea...
A bounty is pretty much "useless" unless; 1. You have a high bounty (we're talking 100 mil or more). 2. You are flying an expensive ship.
If both conditions are not satisfied then no one will look twice at the person with a bounty (if they care at all). Newbies merely need to be taught this... not coddled and given an "out." Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

....you buy insurance on a ship, then your alt pops it. You get the insurance payout plus 20% bounty payout. This is not 20% of what you paid for the ship. |

According to some pirates I heard from shortly after this was implemented, somewhere around 10-15% of the total bounty is what you loose overall. You can be close to break even depending on the ship and market fluctuations. If they raise the bounty pay out to 30% ship value, it's possible to break even already. |

True it doesnt mean anything to have a bounty under 100m, but for those of us with ocd, it would be nice to have a way to pay it off legitimately . Maybe if you pay it off yourself, the isk just goes back to the person who put the bounty out. That way if the person really cares, they can just place the bounty again, but if its for no good reason, the person wont really care or even notice. |

If that was allowed the the bounty system would be even more pointless and people who actually try to "hunt" bounties would be less able to. You can't really create a system around bounty hunting with the ability for the wanted individual to pay off their own bounty; It's completely counter intuitive and it deprives the person who placed the bounty of a fireball (which is really what they want). Placing a bounty isn't about wanting to make the other player lose Isk, it's about wanting to pay someone to catch the other player with their pants down. |

I would expect most people have a bounty by now, simply for being in Jita or talking in Local or being in Eve-Radio chat or for whatever other strange reason people have put bounties on each other for. |

Exactly my point - and it shouldn't be like that.
In my opinion - bounties should be placed after having a legitimate reason to do so.
Not because someone entered a system or someone got bored.
---
Perhaps the bounty system should be automatic - with different situations automatically placing different sets of bounties on players.
Or some sort of limitation on when someone can place a bounty. Making it so that bounties cannot be handed out just at any time. |

Essentially what I'm getting at (as OP) - is trying to limit the way players (esp. griefers) - can hand out bounties just like that - for no apparent reason.
There is no system in place that monitors and regulates this and especially for new players who *BAM* receive a 1mil bounty, that might not be so bad for seasoned players - but for a newcomer - I imagine its very intimidating. |

I don't see a problem here. The old Bounty system was a nightmare. The current one is designed to allow anyone to put a prize on your head for any reason, whenever they feel like it.
It accomplishes that. If the "Wanted" sign upsets some people that much, then I would suggest that they are playing the wrong game, and that I have heard wonderful things about Farmville. Not posting on my main, and loving it.-á Because free speech.-á |
