For one thing, most people do not have bounties. But even if it came to a point that half the population did, why should it be limited? There is no system in place that monitors and regulates this and especially for new players who *BAM* receive a 1mil bounty, that might not be so bad for seasoned players - but for a newcomer - I imagine its very intimidating. Why should you or I have a say, in what other players deem to be a valid reason for placing a bounty on someone? It's their ISK and if they wish someone to be wanted, then they have that right.
I'm constantly amazed that players wish to play in this sandbox, but only if it's by their own rules.

Bounties don't make you eligible for a whipping, being Suspect or Criminal does. If the Wanted tag honestly upsets you, shoot your ship a few times with an alt (heck, shoot once with noobship gun then selfdestruct) until it's gone.
Bounties are a nice little extra for PVPing, not the cause. |

Actually, the new bounty systems is an extra reward/incentive for ganking. What might not be profitable normally, might be profitable if a bounty exists. I definitely don't think removal should be an option. At most, they might limit it to support only giving bounties to character/corp/alliance that have flagged suspect or criminal, and only during the time that they are flagged.
Sure, you wouldn't be able to bounty the jita scammer, but is there really a point to putting a bounty on him/her? It would take flushing out what the rules are, but a bounty placement rule wouldn't be overbearing. It could even support such things as "both players are in < 0.5 system" in addition to other flags.
Consider. A miner is chilling out with his expensive exhumer. He can be ganked, of course. That isn't a question. Of course, if he's tanked, the gank will cost the ganker isk. It's griefing, which is fine. Now you give the miner 5mil or 25mil worth of bounties by random people who were just bored. Ganking the miner will now be profitable. Bounties placed on freighter pilots will also make them more profitable. It's debatable on if this is a good thing. From an in-game social viewpoint, I would think the various factions would frown on people just arbitrarily putting isk up to have people killed; at least in their own governed space.

Bountys can be a legetimate way to get rid of competitioners in Mining and Freighting.
And though those people will rarely go Suspect or Criminal you have to be able to place bounty on "Innocents". |
