Some areas would be static, because they are empire controlled, but others would not be. Null sec isn't really nullsec if there are 100 people in local now is it? Likewise with those .5 or .6 systems that for one reason or another seem to get no traffic - they should slowly become less secure over time. |

- ya got me there - I just wish that there was more variability thats all. might be a bit more interesting if the system I was hanging out in could change in sec status one way or the other on a given day.. would be a tad more realistic. Maybe the whole gate gun/ concord thing wouldnt apply in non-empire space but still seems to me if there are 50 people in space on average at a given time in a system the spawns should reflect that... Big rat spawns and whatnot would be less likely, etc. Likewise if, in non -empire high sec space very few people were in a system on average dont you think the spawns would start to reflect that? Fewer people around, then more nasty stuff would think it was safe to come out of hiding.. |

Although there is certainly room for rebalancing.
What are all the secs?
Hi-sec Space - CONCORD Response Low-sec Space - No CONCORD but still faction controlled Null-sec Space - No CONCORD and player controlled [pirate] NPC Space - No CONCORD [pirate faction controlled?] WH Space - Nobody owns
Did I miss any?
If my descriptions are accurate, NPC space is pretty much like Low-sec. Why shouldn't CONCORD extend into low-sec then?
Pirate players should operate out of pirate faction space giving them access to -0.1 to -1.0 systems. Then you have the null sec corps/alliances who claim ownership of and operate out of null sec systems (0.0). Then you have the 'hi-sec' people where hi-sec has the new meaning of any system of .1 to 1.0. Finally you have the wormholes for people to do what they will with just not claim sov over.

perhaps - maybe it should be based on how many NPC's were killed - if rats were smart enough they would simply stop coming back right? Meh... maybe there isnt a great way to do it. |

I have yet to see a valid idea about how this could be implemented without being abused or breaking other features/rules.
