I'm 99% certain the answer to this question is "yes," but I'd like to settle my mind on the last 1%:
Can an Orca use all of the same warfare links that Command ships are able to? I know the Command ships get a 3%-per-level bonus over an Orca, but an Orca can still put them to use, correct? |

The Orca doesn't give warfare links a hull bonus like it does to mining links, but yes, it can fit them and use them. The warfare link will have the same effect as if it were fitted onto a T1 battlecruiser.

Excellent! Thank you, all; I've got an Orca and skills already for the mining links, and was hoping I could just do a quick cross-train into actual combat-related links for my missioner char, instead of having to train the hulls, as well.

Pretty much this:
Orca can fit any Warfare Link and/or Mindlink. It's hull bonus is only to mining links. Command ships give bonuses to specific warfare links, but not all of them, and not to mining links. |

Yes it can, but if your goal is to setup an off-grid booster, a T1 battlecruiser might work a lot better. If it is cheaper, requires less skill points and can move from system to system MUCH faster.
The Tengu is a favorite for this kind of thing too, but costs a lot. |
