I'm about to the point now where I'm going to get serious about skilling into a T3. I primarily want to use one for running combat exploration sites in Low & Null. No particular pirates in general. I have a tendency currently do do Gurista and Serpentis in my ishtar.
The one I could get into the soonest would by far be a proteus. From reading a few weeks ago it sounded like a proteus could have the highest DPS while having the subsystems for covert ops cloak/ nullified. However, now with the change announced today to allow changing of sub-systems without needing to dock, I feel like that changes things.
It seems like the be-all end-all T3 for combat exploration sites is the Tengu. I currently only have caldari cruisers to IV, so it will be ~1 month before I could jump into a Tengu. Would that currently be the obvious ship to focus on for what I'm interested in?

tengu is fantastic, especially against guristas/serpentis. But I use one on a dedicated tengu alt that has all missile supports to 5, and missile hardwirings. The sentry proteus is probably viable with this change, but would still be inferior to an ishtar or a 6 hml tengu.
However, I gotta say the Ishtar is stronger than its ever been right now, and purely on the criteria of clearing the sites (guri/serp) the ishtar with a t2 fit probably beats out even a rather pricey tengu for speed.
But yeah, if you're looking for a t3 to do explo with, and you want to take advantage of being able to refit subsystems for combat sites, I would absolutely choose the tengu, no question about it. Caldari cruiser 5 is worthwhile as it gives you the last 4% resistance on your gila and access to the basilisk, and you can compensate for non-maxed missile support skills by dedicating additional rig slots and/or a target painter on the tengu.

I've been pondering this quite a bit. While I think a Tengu could work, I already end up with an expanded cargohold on my scan/probe fit so I can cram in enough missiles to run between five and seven solid combat sites before restocking. Adding a space yurt to that (another 50m3) kind of stretches the cargo space available when stacked up with an extra launcher, two subs for refitting, and an improved cloak (which I've been considering dropping anyhow).
I've been playing quite a bit with a Legion instead. Obviously this wouldn't work too well for Guristas but it would be adequate for Serpentis and great for Blood/Sansha. I really like the fit, and a yurt would fit comfortably in the scanner's cargo hold because ammo is already minuscule.
I definitely don't see a Proteus working all that well, at least not in a drone combat config. You end up having to haul all your drones around in cargo; that's hell on available space. A rail fit would work though. Going Gallente you're still better off in an Ishtar so it's all a bit of a moot point.
So yeah, I'll likely try it out, especially in a Legion. Whether it's a huge boon or not remains to be seen, but it will likely help get around in null where docking is at a premium anyhow.
(Oh, and Lokis are crap for this so no mention there.) |

regarding the tengu's crap cargospace, I think you can cut it down quite a bit. refitting in same system means a t2 cloak is unnecessary. The only subsystem that's critical to switch is the offensive one. Emergent locus analyzer is absolutely fine for combat. The dissolution sequencer does have a very nice bonuses to counter guri/serp, but you can carry an extra SEBO/ECCM and you get an extra mid anyway this way. For navigation you can stick with intercalcated nanofibers and fit a mwd. The nullifier is nice to have as an option but I would rarely consider it an absolute necessity. |

My issue with a combat fit with an Emergent Locus Analyzer is the loss of the low. Four BCUs actually make a difference in my life (wherein I'm often shooting at Blood Raiders and so need all the damage I can get). Against Serp/Gur it's not such a big deal. But yeah, nixing the cloak is a very real option. |

If you reconfig for movement you can still keep 100m3 of drones in the dronebay, (125m3 in cargo), ie a drone proteus isn't quite that clumsy, at least for my usage profile which is go do 1 escalation in the adjoining region which is hostile space without the luxury of a scout. (I don't roam close to home because of the rental terms). The yurt + the fix to refitting T3s will make the escalations a lot quicker.
Its monumentally painful if you try to work the edge of 2 regions with different NPCs though and wind up with 3 sentry types. |

He is referring I believe to the mobile depots that will now allow refitting in space including T3 subsystems |
