All, running the Matar Cosmos in Ani, the level 3 Cosmos Agent answer to me "no job for you", despite I have a 3,31 standing towards Matar faction. The level 4 agents answer is "first, increase your standing", which is correct. I've run the Caldari and Amarr Cosmos w/o such issue.
In the wiki, there are 2 types of answer for the Standing requirements for Agents:

So, it is inconsistent Do you have such problems with Cosmos agents ? I suppose that if the latter is the correct one, level 3 agents should answer "first, increase your standing", instead of "no job for you". thanks

From my experience all level 4s require a faction or corp standing of 5.0

For missions agents: agent level=required standings 1=0 2=1 3=3 4=5

This is not correct.
There is no "standard" answer for cosmos agents as changes appear to have been applied semi randomly over the years.
For 90% of the agents the follow is true agent level=required standings 1=No requirement 2=1 Faction or Corp 3=3 Faction or Corp 4=5 Faction or Corp
For 9% of the agents the follow is true agent level=required standings 1=No requirement 2=2 Faction or Corp 3=4 Faction or Corp 4=6 Faction or Corp
For the last 1% agents with very nice rewards (think Akemon) and the faction ship BPCs they require FACTION standing and WILL NOT accept corp standing.

And I suppose to be extremely technical, which I do not believe was the desire of the OP, I think he just wanted a straight, simple answer...MOST Cosmos agents: 1=0 2=2 3=4 4=6
The rest of them have higher req's. The ones that give BPC's in exchange for stuff. If I recall correctly, one of them 8.0, another 9.0 and at least one more. To gain faction rep. With faction rep of 5.0, you can accept L4 missions without corp standings towards the agent.

So, I was suprised with the Matar answers, which did not follow the above. More, with a 3.31 Matar std: - level 4 Cosmos answer is: "increase your standing" - level 3 Cosmos answer is: "no job for you" Which is totally inconsistent : level 3 Cosmos should be - either "increase your standing" - or "yes, the mission is ... blabla"

I suppose that is the point?
Or maybe people just like doing something other than the same 7 level 4 missions again and again

That page shows the correct standings needed for the Cosmos Agents who only accept Faction standing for access. They accept standing modified by Social skills.
A while back with the 'Agents Made Easy' expansion, Cosmos Agents became bugged and as a result now view a decline the same as a quit or fail so DO NOT talk to these agents unless you plan on accepting and completing that agents mission series.
In my experience, some of the agents will only offer their mission series after being contacted by GM's via support ticket (petition). Some of those agents wouldn't offer the 1st mission but would offer the 2nd, 3rd, etc. mission in their series. Also a couple of agents just flat out refuse to offer their mission series no matter how much CCP threatened them. I also had a GM tell me that one of the agents was showing as currently having his mission offered to me yet his mission offer wasn't showing in my mission journal.
Like I said, Cosmos Agents are bugged.
If the agents say - No Job For You - chances are you may have talked to them in the past and may have already completed their mission series. Hopefully you didn't talk to them and forget about the mission being offered.
A good way to see if you've completed or failed a mission for them (without talking to agent) is to open the agents info box - standings tab - scroll down to view the agents standing towards you. If the number is neutral 00.00 then you've never interacted with that agent. If it's positive or negative, then you've already interacted with the agent.
If you're in doubt about any agent or mission, file a support ticket (petition) asap and hopefully the GM can fix it favorably for you. If not and you disagree with the GM, just politely request the ticket to be escalated to a Senior GM.
