I have trained the Customs Code Expertise to level one. The PCO Tax rate is in the PCO panel still states a 17% tax rate. I closed and opened the panel. I loged on and logged off. The PCO panel still states a 17% tax rate.

Does it apply to NPC customs offices? Or only Player Owned Customs offices? |

I have confirmed the discount is not being applied I just busted through level 2 and the tax is the same as it was when I was at level 1. |

The rate displayed on the customs office is the tax rate. Your skill will not be taken into consideration until you try to export materials from the planet and you should see the change in tax rates displayed at what you will be charged. |

Not true, when I got to level 2 the taxes did not change from the taxes charged at level 1. I did not expect a problem so I did not test from level 0 to Level 1. I tried to export 33 Guidance Systems at level 1 and the charge was 336,600. I tried to export 33 Guidance Systems at level 2 and the charge was 336,600 |

Quote:New Skill: Customs Code Expertise
We are introducing a new trainable skill, Customs Code Expertise, which will reduce the NPC portion of the tax rate, but 10% per level (so at level 5 the NPC export tax rate will be 5% rather than 10%). Again, this skill only affects the NPC portion of the tax, not the player owner tax.
I would guess that the CO you are accessing has no NPC tax.
Btw the change is visible under "Access Customs Office". |

I am pretty sure that tax reduction skill only applies to NPC taxes on Player Owned Customs Offices, not all Customs Offices. And if I am right its an incentive to use POCOs, or take your own etc ;) Mangala Undocked |

Think Mangala is correct, also why would a skill help you lower a tax set by another player or Corp? That just does not work in my understanding of EVE. EVEMon shows this skill as only affecting NPC Tax rates. |

Is the Custom Code Expertise skill broken? It only applies to high-sec customs offices, where an NPC tax will apply now. Sounds like you are using a low sec or wh customs office, where this does not apply.
From patch notes:
- Player Owned Customs Offices in Hi-Sec will have an NPC tax rate of 10% for export, 5% for import.
- New Skill: Customs Code Expertise reduces the NPC tax rate by 10% per level.

Customs Code Expertise seems like a dumb skill. Sooner rather than later there wont be any empire owned Custom Offices and that skill will be worthless. |

The skill does not apply to Interbus customs offices, only to player owned customs offices located in high sec. |

The highsec POCOs have a 10% NPC tax on them, in addition to any tax the owning corp sets. The skill reduces that NPC tax. |

I also clicked on an Interbus run Customs Office in high sec yesterday after the Rubicon launch and on the info screen it stated the tax rate was 17%. An associate of mine exported eight units of P4 via a high sec Interbus CO and the tax was about 1.6 million ISK which seemed more than she used to pay. Although her memory is not good so maybe that tax amount wasn't increased.
Should it state 17% on Interbus high sec customs offices?
Is it visible if a high sec Customs Office has been taken over and is being run by a player corporation? |

Yes, Interbus is 17%.
