The recent action by CONCORD against Serpentis/Cartel facilities is well known of.
Why, it's even mentioned in the opening post: "Recent action against non-CONCORD signatory research facilities have allowed us to get a hold of sensitive material, which is currently being kept in a protected location, and will be part of an ongoing project."
Mhmm, sensitive material, kept protected, ongoing project.
And, the Cartel/Serpentis are not specifically excluded from participation in SYNE's thingumy.
The news indicated that during the CONCORD raid, the facilities were destroyed, but most of the research data and personnel, i.e. "Sensitive Material" was evacuated.
So then, from a certain point of view, this looks like SYNE is assisting the Cartel/Serpentis to complete the research into whatever the Serpentis/Cartel were researching.
Perhaps it is some kind of bid to make sure the Cartel/Serpentis stay ahead of their factional rivals, such as Nation or Guristas. And yes, also the Covenant.
So... Tiberious may very well be justified in thinking there is some SYNE/Cartel affiliation going on.

Perhaps it is. Curious, though, that if this hypothesis holds any truth the project's exclusion list did not specifically mention the Guristas.
Have you appraised yourself of SYNE's founding principles re: co-operation between pilots of different factional loyalties and the subtle but operationally important changes that occurred to in response to events in YC112? If not, a simple search of the IGS for either the corp ticker or the name of its founder may prove informative.

That said, while I can't speak on the actions or aims of other individual members of this program, I can say that PRIAN employees have raided three Serpentis research facilities in the last day alone.
