Ok, to make a long story short, I had a griefer try to get me to CONCORDokken (or -ukku, or -kiri, depending on preference) in 0.9 space.
He bascially parked beside me during the Blockade mission (kill invading NPCs), and targeted me.
Sure enough, my ship auto targets him back, and had I not been paying attention, I would have fired on him in the confusion. This would have made me very toasty by CONCORD.
But then he very conveniently steals from one of my loot containers. Background flashes red, so I open up on him. He had an interceptor, but I guess he didn't expect my Rax to have small rails, a med nos, and a webber on an NPC mission... So I pin him down, and start dealing him some damage. After popping one of my drones, he warps away.
So much for my first PvP.
My questions:
- Had I a scrammer, I probably would have nailed his ship. He had a (sizeable) bounty, would I have gotten it, or would I have had to pod him?
- If I would have podded him, what would have been the consequences?
- When, other than this situation and corp wars, can I open up on griefers without CONCORD caring? When they have a bounty? When they have a -5.0 sec status?
- What would cause me to lose standing?

if you kill a players pod who your not at war with (and the player has above -5.0 sec standing) CONCORD will kill you, and you'll loose quite a bit of your own security status.
And yes, you need to pod in order to recieve the bounty.

If the player had -5.0 security status, which I have seen even in 0.9, could I have initiated hostilities or do I have to wait for him to open fire/steal from my containers?

....but in +0.5 security areas, CONCORD will get them before you do.

But I heard that you still lose security status if you pod them in 0.1+, even if they have -5.0 sec status. True?
So you can only really pod in 0.0?

if they have -5.0 sec rating, i believe they can be podded freely anywhere.

no mate if they are -5 you get no sec rating hit for ship or pod kill whatever system ur in. and as said before the only time u can shoot some1 in 0.5+ is if they aggro u, as in steal loot or fire on you (or scram/web etc you).
