I did a quick search of my issue and only two similar issues cropped up but were not enough to answer this so here it goes:
(if anyone can direct me to where to submit bug reports that would be awesome)
So I have a 4+ day skill training (Mechanics V) which I have repeatedly paused to insert level 1 and 2 skills here and there just to get some things done while I wait for the big one. Anyways, I am now at a point where the timer is clearly going such that each time I log into the game the timer is smaller. But in my training queue the timer is frozen and when I hit apply I get a message that says, "Your brain, while quite capable of performing many tasks, is still recovering from the ardor of your last skill learning. Please let your neural receptors rest for up to a minute before training again."
I can remove and re-add the skill but it remains stuck. I cannot pause the skill, and apply gives me that message. My concern here is that if the queue fails to update I can not add skills to the end of its completion and will lose whatever training time occurs between the completion of that skill and the first time I log in after (It will complete roughly halfway through me sleeping at night and I cannot access this game at work).
Is there a fix for this? |

Bug reporting.
But in this case you will most likely also have to send a petition in order for them to fix it. At least the last time i had an issue with a bug i needed to petition and file a bug report.

You could try clearing your cache files. It helps remove a lot of little bugs, it's a good idea to do that after expansion / patch.
When in game, open game control menu via Esc key - 'reset settings' tab - select 'clear all cache files'.
Hopefully that will help. If not, then file a Support Ticket.
