this is not a new or original idea.
Letting lag itself limit the fleet fights was an idea long before anyone had even thought up TIDI. "CCP is changing policy, and has asked that we discontinue the bonus credit program after November 7th. So until then, enjoy a super-bonus of 1B Blink Credit for each 60-day GTC you buy!"

Actually, there isn't much a programmer could do about this, unless they happen to be sitting on some magical new techniques for dealing with server load that increases quadratically, and in that case, they almost certainly have better employment options.
Short of some amazing breakthroughs in computer science, lag-free, tidi-free multi-thousand-person fights probably aren't in the cards.
