Ok, so I know what it looks like when my ship is webbed, or when I run an armor repairer. But...what does a small, circular blue flash mean? Is there an effect for warp scramble, and can you see it if you are also webbed? How about tracking disruptors or ECM? But most importantly - is any of this posted somewhere?

Sensor Dampning and Tracking Distruption has the same graphics. A bit like Scrambling but much larger and more lightly colored rings.
Jamming doesn't have any graphics. --------------------------------------------------------------------------------

Getting warp scrambled will deliver a message similar to a "Your turret wrecks for..." message that says GREETINGS: YOU HAVE BEEN WARP-SCRAMBLED.

That blue ball flash is a shield booster. Shield Hardeners are a constant blue sphere around a ship. Warp Scramblers are a pulse of rings coming from a ship directed at the target ship, they are dark blue. I'm not sure about the ECM modules, or Tracking Disruptors, as I have never used them. Sensor Boosters are a slow light blue pulse of rings that always point towards you when looking at the ship. Nosses are large, hollow red beam coming from one ship to another.
Thats all I can think of at the moment, I would do a screenshot thing, but it's a bit difficult atm.

I wish the UI had some clear indicators for negative / positive effects currently in place. (It's pretty easy to miss a 'warp scrambled' message...)

I think CCP are, or were, planning on implementing something like that, they already have indicators for when you are target painted, or jammed, its just finding a place for the extra things and making them use barely any extra resources.
