Hello,
I'm new in EVE, and I want to try the Planet Management, I have 3 Command Center on 3 differents planets. I collected ressources on this planet ( 5000 m3 ) and I want to launch them to the space for take these in my cargo. So I created a Launchpad on my planet.
I transfered my ressources in my Storage to my Launchpad, I tried next to launch these in the space but this message appear : "You don't have high enough standing with Okuda Ring Excavations to use the facilities". The Corporation's owner of the Custom Office can block the use of the Launchpad ?

Launches are done from the Command Center (CC).
Customs Office import / exports are done via a Launchpad. In your case, a Player Owned Customs Office (POCO). |

So when I launch with the Command Center, Tax rate of the Custom Office don't count in the price I'll have to pay?
I would do a Custom Office Export, so I bought a Launchpad. My problem was that I couldn't use it because of my standing. Does every Custom Office are Private ? How can I know before I put a Command Center in a planet if the Custom Office is Private or not ? |

I've never run into this, but I would expect the customs office's info may show something. |

1. Rocket launch is made from the Command center, you can launch up to 500m3 of goods at a time (see their location in journal after you launch) and there is a coldown period so it's slow process. 2. preferred way is to use a space port which can hold up to 12km3 of goods and then you can launch them directly to the Custom office which is basically giant container floating in space.
In the past Custom oficces were npc owned in high sec and you could safely pull out your goods any time BUT since Rubicon all npc Custom Offices replaced with destructible ones which people can destroy and place their own Custom office (POCO) which is owned by their corp.
some will give decent tax and access to everyone some will ask high taxes and some will block your access at all.
The error message you got seems like as a resault to a corpration which took control of the Custom Office of that planet and blocked access to it by Standings modifier.
what you can do? 1. use command center rocket launch. 2. Ask the corp which owns the POCO for access. 3. Shoot down their poco and place one of your own. 4. move your operation to different system.
EDIT you can go to the system you want to do PI in, then Right click in space > planets > pick one > custom office > show info then you see who owns it and on details tab you see tax level and such.
Also note you pay tax for NPC which you can lower with skill training plus the POCO owner tax. The POCO will have a the name of the corp that owns it in the overview under the column Name and when you look at it in space.
