For simplicity sake, this post is written in the context that you fly a Raven. I was gone for almost a year, and upon returning I *thought* I had found the consensus was that cruise was the preferred lvl 4 mission runner weapon (with T2 drones for frigs), however, a TON of the posts in the "Raven Setup" threads are still showing people using seiges. So which is it? The market pricing on seiges would indicate that cruise is the preferred choice, but these last few setup threads have me wondering. Also, my Torp skill is at 5 while my cruise skill is only at 3 (advanced missile skills at 3), so I'm wondering if I should pick up torp specialization and give them another try. Thoughts?

Well I have always found i've needed both tbh. Torps are now the ultra BS killer of choice. It will mean you swapping set-ups out, but thats the way it is now really (for me).
I dont have any experience with the Tech 2 cruise missiles though so don't really know what they can do.

Considering how many missiles you go thru during a decent mission, I think T2 cruise missiles are too expensive to even consider using, unless you're not trying to make any money while doing lvl 4's.

Cruise.
Torps are good vs battleships, but your average mission places you against a lot more cruisers and frigs.

If you have good drone skills, I'd go with torps.
Torp the cruisers and battleships while using your drones on the frigs.
Get a KTA1000 implant. It makes fitting that full rack T2 Siege MLs alot easier

Torps here but that is purely personal preference.
Will Prob need a target painter if you do go with cruise.

I use cruise missiles with my lvl4 raven. with 2 BCU 2 It spams them out fast enough to kill any lvl 4 mission BS. And with all the missile skills at at least lvl 4, you never need a target painter for the smaller things. Only ships that cause problems are the inties, which you can pop when they are MWDing, and once they start orbiting you can take out drones to get them. . it will depend on the collective relative size of the enemies
1) frigates & cruisers (3:1 ration or above) Battleships = cruise 2) frigates & cruisers (2:1 ratio or less) Battleships = torps
both 1&2 aplly if number of battleships does not exceed 6
your main concern is taking out the main damage dealers as fast as u can, this can be a couple of high end battleships, or a group of 7 cruisers and 5 inties, 1st case would requier torps, 2nd case would requier cruise, it would depend who agroes first too.
both cruise and torps requier targpet painters.

Use Cruise missle II launchers and keep a few hundred precisions and a few hundred fury in your cargo bay.
They are better for missions in my opinion as torps are harder to fit with a decent tank, the Tech II missiles while being expensive they kill the frigs very fast .... so fast that clearing up a flock of intie rats takes a just a few minutes rather than 10+ mintues with normal cruise and drones. Certinly solo they are worth it, but in a team prollly less worth it as the inties would go down fast enough.
Killing the hardest rats in missions (Rachen Mysuna) for example requires faction dmg mods etc, however if you kill them last you can use the fruy tech II missiles and enjoy an extra 20% dmg something the tech II torps cant do (silly target signature size).
Oh and cruise are crazy fast and go as far as oyu can target on a raven :0
