I'm noticing that sleepers are already present when warping to a Wormhole gas site after the deployment of the Rubicon 1.1 patch. I thought at first it was just bad timing on my part and I was the second to visit the Gas sites, but it seems to be consistent for every gas site I'm visiting... and statistically it is looking like Sleepers may be spawning with the gas sites now.
Has anyone else noticed this change?

Probably a stealth change due to the reaction changes? GÇ£Any fool can criticize, condemn, and complain - and most fools do. GÇ¥ - Dale Carnegie

I've popped into a few gas sites since then which behaved normally (with sleepers spawning in 20ish minutes) so, perhaps the recent patch has just generated more player activity than I'm use to seeing and people have been tripping the gas site timers more frequently. |

Someone just scanned it and initiated warp for the sigs to clear or if someone wanted to clear them, they only spawn if a warp is initiated and to do that you have to scan it. No stealth change. |

There hasn't been any change in the spawn timer for sleepers in gas sites. In all likelihood, you just had really bad luck in the gas sites you found. Someone else already warped to them and activated the sites before you got there.
Sleeper spawns in gas sites are typically anywhere from 10 minutes all the way up 30 minutes.
Hope this helps. |
