Like all other alliances they operate according to what the alliance leaders want.
If you don't like what CODE is doing in high sec why don't you go out to low / null sec or go into a wormhole instead.
There is plenty to do in those areas.

Quit telling people to go mine in Nullsec... I'm tired of seeing mining barge wrecks while I'm out ratting.... goddamn AFK'ers creating all this extra income from the salvage I collect. I can't keep up with all this extra profit. What am I going to do with all this spare pocket change and mining laser upgrades that seem to dump out of these barges like water from a hole in a dam.
I tell you -1 Rats seem to be more efficient at killing miners every day. A little more efficient than CODE. |

The code feel all big and cocky when taking on defenseless targets , freighters and miners and the like but the problem comes when they face real targets. As seen in the alliance tournament when faced with real PvP they are nowhere to be seen! and here-in lies your problem.
I've broken just about every rule they have made up and yet my freighter, Orca and mining barges remain intact! New Eden is a big place if you don't like the CODE then move to an area where they don't operate. |

Dear OP, you will never be able to pin CODE through conventional warfare. What you need to do is weasel your way into their ranks. Work your way to the top. Gank so many miners they will have no choice but to overthrow James 315 and make you their new digital diety. Then...Then you....
Oh wait...there really is no way to stop them besides flying smart. |
