yes they can enter empire from 0.1 up to 0.4 _________________________________________________________

yea i u buld them in 0.4+ but u wont get em out. they are suposed to be only in 0.4 and below

Didn't they change it in RMR, so that you can only build them in .4's and below?

or your effectively stuck, caput, going no where fast.

You can only build carriers and dreadnaughts in systems with a security status of 0.4 or below. If you try in a system above this security status you'll get an error message when you attempt to install the ship components into a factory.
If you have a dreadnaught in a system above 0.4 (because it was made before the RMR patch but not moved since) you will be able to undock and jump out of the system as long as the system your jumping to is 0.4 or below.

You can't delegate fighters in 0.4 though.

imo freighter shouldnt be considered capitol, its a hauler not a warship.
