There has been much fighting in the forums about what to do with local chat. I propose taking that fight out of the forums and into space!
The Local Communications Inhibitor (LCI) would come online just like every other new deployable structure. It would then appear on the overview from anywhere in system just like stations, stargates, cynos and ESS deployables.
The LCI would block local chat based on standings. The player who anchors it could choose to use personal, corporation or alliance standings. This option leaves the door open for personal mistakes, diplomatic errors, and awoxing.
To be clear, "block local chat" means prevent people from seeing the member list or the number of pilots in system. It does not prevent people from actually chatting in local.
The LCI would be protected like the ESS with a warp bubble and an automatic warning in local chat when someone is near.
It should be possible to destroy the LCI, returning local chat to its default state (i.e. everyone can see everyone) or capture it for yourself. Capture would either be by hacking mini-game or simply running down a timer by being nearby for X minutes.
Only 1 LCI could be deployed in a system at any 1 time. This means you have to destroy or capture the existing one.

I quite like it.
In order for balance, can we have the need for people to be within a certain range of this thing, in order to access local? I feel it is rather powerful if everyone blue in system can access it, without much in the way of work.
Or maybe only the person who deployed it, get the local info. That way he has to warn others.

Its certainly not the worst idea I've seen, but it also seems to have no drawback. Defenders get easy perfect insta-intel, while invaders get no intel. Not exactly a gameplay improvement. "CCP is changing policy, and has asked that we discontinue the bonus credit program after November 7th. So until then, enjoy a super-bonus of 1B Blink Credit for each 60-day GTC you buy!"

This structure would not require sov. An invader could easily anchor their own or simply capture the defender's if one exists.
These structures would be vulnerable and require protecting. Entities that are unwilling or unable to defend their LCIs would suffer a sudden reversal of fortune. Entities that are willing and capable of defending them surely deserve the advantage they provide?
If nothing else, it will provide another something to fight over that doesn't require a massive structure grind like SBUs, TCU, Stations and POSs. Fleet Bookmarks New Gravimetric Sites Med Clones 2.0 |

its less useful for the attacker because they show up, get spotted, and then what, they wait around for it to anchor? do they move onto find more targets? I feel it would offer nothing to a fast-moving gang in a system with enemies. Might be nice for an afk cloaker to deploy one prior to bringing in a covops cyno, then to use the thing as bait.
