Recently, I've noticed that my expedited transfer timer on my launch-pad has been longer than the cool-down, while my silos have been less than their noted cool-down, but with apparently random results.
Here's a screenshot of what I'm talking about. Anyone know what's going on? |

It is based on the bandwidth of how much could normally go through that link. |

Expanding on the above two responses, which are both correct.
The time taken to recover from expedite is completely based on the volume moving through the link(s) compared to their maximum bandwidth. It has nothing to do with the number of links. It has nothing to do with the length of the links.
It is possible to 'upgrade' a link in the same way you would upgrade a command center. This increases the bandwidth of the link, at further cost of grid/cpu. If you want to do a lot of expedited transfers, try to make the links between the storage as short as possible to mitigate this problem.
Note that if you have 2 links between storage, it is the weakest bandwidth that is used for the timer. You have to upgrade all of the links between the two points of transfer to have an effect. |

it would make sense that if you're transfering through two links that it would consider both. Or it could just consider the least upgraded one.
