is there a tool out there like Neocom/EveMON/Vitality etc that allows me to view a ships' Mastery tab and click a button to create a skill plan automatically?
The closest I see at the moment is Character Monitor but that only allows me to VIEW the Mastery of the ship but I have to manually create the skill plan. |

The web based skill tool EVE Skilltracker is nearly that what you are searching for.
But the skilltracker is not based on the ingame masteries. The skilltracker is based also on the ideal fitting for an selected ship. Behind every badge is a little EveMON button for export/import all the skills to that tool, for your own skillplan. Don't use the mastery tab for skill plans - it's just bad. They just put all the skills in there that effect that particular ship and each mastery requires a higher skill level. Look at the guardian for example: It's not usable without Logistics IV but the skill isn't even mentioned in the mastery tab. Why would you start training useless sh't like shield maintenance drones (or even think about flying a guard) before you can use a T2 armor tank? Why should you train adv. target management V on a ship that can only lock 10 targets anyway? |

I completely and utterly disagree with you. Getting into a ship is one thing but getting the best from the ship is something completely different altogether.
The Mastery tab is NOT for getting into a ship which your Logistics skill would be, it's for skilling up so that you are better able to not lose your ship and get better performance from it. The two are not mutually exclusive in fact they are united.
When I was starting in Eve I had no clear plan or idea what to skill or how to progress my skill plans but the Mastery tab has given me that power. What's the point of having an amazing ship if you keep losing it because your shields or armour skills are subpar or most of your fit includes CPU or powergrid modules to run your shields?
The Mastery tab allows me to train to get the best out of that ship but once you've trained say for example a Venture to level 5 you've got most of the skills for a level 5 mastery of exhumers and mining barges as well as a great deal other ships which then means you're only having to pick up the skills that are required for other ships that you want to fly.
It's all based on the Certificates system of old but giving you a good clear goal of what certificates you need for the ship your wanting to fly.
You're still going to want to skill up everything that got you into that ship there's no doubt about that but to write off the Mastey tab like that isn't all that wise. |

Also the more mastery V's you get the more golden the ISIS will become.
Until CREST is opened up for skill levels I don't think any developer will make a suitable tool for this. Mashie Saldana Dominique Vasilkovsky
