Do something with the Tornado it is going to be absolutely Dominating and totally overpowered over not only its counterparts but at least 2 or classes of ships.
People complain about the Drakes why there is no proper outrage about this?

Tornados and oracles can destroy afterburning frigs from 60km away with large guns easily. Thats not right. They are supposed to be killing ships larger than themselves not make all other ships below it obsolete.
Currently they put out so much DPS that if you have to get into range, the only ships able to take them on are heavily tanked BS's and BC's. Even stealth bombers have difficulty killing them. Sure you do full damage, and their damped but one volley and you're done. |

Wait....putting the most flexible large turret on a fleet stabber and then giving it a falloff and tracking bonus is a little silly.

The tornado's bonuses are : 5% falloff per level AND 5% ROF bonus per level
They changed the falloff from the original 10% to 5%. An 800mm Tornado with one TE II can now shoot 59km rather then 70km. The Maelstrom, by comparison, has falloff of 47km with one TE II.
If I had a complaint against the Tornado it's that it's fitting grid is so much more ample then anything Caldari gets. |

Because that hits everyone, and if you are trying to balance one race, negatively affecting all four isn't the most elegant means of going about it.

It doesn't have a tracking bonus, so all you're saying is you're generally terrible at tackling anything using large guns. You would have to apply a tracking PENALTY for your la la version of balance.

well it's also about that, but it's not the main reason.
while all gun-wielding races benefit from the entirety of the bonuses that the TE provides, it's also true that only minmatar benefits the falloff boost the most.
the other reason is, if you look back to all the whine about matar stuff, one thing strikes out and that's the fact that the ships that have demonized the AC situation the most are actually the ones that have the falloff bonus. granted all the other ships also contributed to this due to the current situation of AC's, but not as much and as far reaching as the main culprits.
cutting falloff by half (from 10 to 5) is what should have been done in the first place when the TE changes were introduced. Granted I was always an apologist to only nerf when is completely and totally necessary (in the blaster boats case, I still stand by that the best "nerf" to AC boats mobility is actually making blaster boats more mobile), but the more I think about this issue, the more it seems the more sensible approach.
