The Slicer is a pretty great kiting ship in almost any scenario. It can dictate range very well thanks to great speed and agility, it can apply its DPS very well out to 24km with good skills, and it shoots purple, so win.
I have flown a metric buttload of different Slicer fits throughout the years, but I currently use this one:
Slicer: Baby Nomen
Small Focused Pulse Laser II Small Focused Pulse Laser II [Empty High Slot]
Limited 1MN Microwarpdrive I Warp Disruptor II
Pseudoelectron Containment Field I Heat Sink II Fourier Transform Tracking Program Small Ancillary Armor Repairer Nanofiber Internal Structure II
Small Energy Locus Coordinator I Small Energy Locus Coordinator I Small Polycarbon Engine Housing I
This fit excels at what I said above, and can also tank a flight of drones fairly well. Before using this fit, I flew a no-rep double Hear Sink fit, which while it did more damage, had no means of self-repping on the field or when in warp back. I much rather prefer this fit, which trades DPS for tank and application. I wear my goggles at night.

Gallente kiting options will always revolve around the use of railguns and/or drones. You might think that the algos and vexor would make for good kiting platforms, but they are considerably slower than their hybrid-intensive counterparts.
Good Gallente hulls for kiting use: Atron (rails), Tristan (drones/rails), Comet (rails/drones), Catalyst (rails), Ishkur (rails/drones), Thorax (rails/drones). Algos and Vexor are options if you're reasonably sure your opponents will be slower.
I've had some great luck using a Tristan fit with nothing in the high slots at all, using a point/MSE-II/mwd, DC/2x DDA combo and using drones exclusively for dps. The kiting Comet is arguably a bigger monster than the Slicer as it actually has room to fit a substantial tank and more dps. And the shield tanked railgun Thorax is fantastic, especially in small gangs.

Talwar, a little bit slow though. Breacher, pretty much Boss-Tier when it comes to T1 frigs. Daredevil, Rails & Faction Web Heretic, a shiny Talwar on Acid Condor / Crow
And the new Garmur will indeed dominate frigate PvP. |
