Being that the upcoming expansion makes this capital ship useless, we need to generate ideas on how to make this ship something worthy of the CAPITAL name. The Devs are "open to ideas" and are thinking about this right now (per Fanfest 2014).
Proposed changes: Give the Rorqual a (small?) POS-like shield when in industrial siege mode (high slot module required to activate once in siege mode). The shield costs fuel at twice the rate of industrial configuration. With the new fuel size change, this should be easy. Make the shield have a delay to activate so that an unguarded, unshielded ship gets hot dropped for not having their shields up and ready. The flip to that is that the shield persists after coming out of industrial configuration for the same amount of time... GTFO timer. Make ships inside immune to targeting and attack just like a POS. Exclude ore from the "no targeting through the shield", so that ore can be harvested from either side of the shield. Make the HP of the shield equal to the 100% hull + 100% shield HP and when the shield is gone, so is 50% of the hull. Give the shield all the same resists as the fitted ship. No shield timers, of course.
The OP part... Allow shield and cap transfer within the shield to affect the Rorqual so it can be repaired within the shield.
Yes, make this ship something we want to use and talk about.

OK a POS Shield is going to be completely and utterly overpowered.
It has be recommended a lot and there is, in the nicest of terms, no f*cking way that shi* is happening. I don't even know where to start or stop on that idea. And i am sure more people will give reasons.

So we need to define a Rorqual and capital ship.
Rorqual is an "Industrial Capital Ship" and not a "Capital Industrial Command Ship" (think Orca). This means it should not be dependent on its bonus it gives.
"Capital Ships" are ships of immense size allowing a single caplsuleer to do the job of multiple smaller vessels at an increased cost and risk. Capital ships should also be able to work alone whether committed or not, but should be committed to be highly effective (This is my thoughts and not stating it's CCP's idea or thoughts on it).
Now that those are defined, lets work around it. Industrial ships right now do the following: Haul, Mine, and Boost (orca). Hauling: Rorqual is really good at that right now, but for legit reasons cannot be committed when doing this, unless you count compression, but since that is instantaneous come Kronos, the 5 minute timer on committing is extremely imbalanced. Boosting: Rorqual is extremely effective at doing this when committed, but otherwise the same as any other ship when not. Mining: completely useless unless you use mining drones, but this is no bonus to mining drones committed or not.
Hence "God Mode"
Just generating ideas because the Devs are "working" on it...
Besides - why tweak something when you can absolutely change it? |

With these changes, the Rorqual stands a chance to escape: * EWAR immunity. You need a HIC or a bubble to prevent it from jumping out. [Blops-proof] * At least Orca-level mining link bonus with the Industrial Core inactive. [Not self-pointed.]
Change Rorqual from: 5% bonus to effectiveness of mining foreman gang links per level when in deployed mode to 3% bonus to effectiveness of mining foreman gang links per level [Orca-class bonus.] 2% bonus to effectiveness of mining foreman gang links per level when in deployed mode
It is also small buff from 25% to 26.5% for the sake of whole number bonuses.
* 50% reduction in Cynosural Field Generator duration. [The point of a cavalry is to extract.]
Give the Rorqual the ability to stand its ground: * 7.5% bonus to fleet members' maximum structure hitpoints per level of Capital Industrial Ships. * 100% bonus to drone hitpoints and damage per level of Capital Industrial Ships. * 10% bonus to drone tracking per level of Capital Industrial Ships. [WAG] * 20% bonus to drone MWD velocity per level of Capital Industrial Ships. [WAG] * Increase the size of the drone bay. It needs to hold more drones (even with the HP bonus), and a variety of drones.
Give the Rorqual a reasonable chance of survival with the Industrial Core active: * 75% bonus to hull resists. [My math may be wrong, but I was aiming for 90% with a DCU II.] * 30% bonus to shield resists. * 100% bonus to local shield boosting amount. * 50% reduction to local shield booster capacitor use. * Industrial Core cycle time reduced to one minute. * Heavy water usage reduction, or elimination. and * 56% reprocessing facilities [2% better than an Intensive Reprocessing Array.]
Other: * Additional high-slots: 3 mining links + capital tractor beam + capital shield transporter + cyno + utility. * Expanded corporate hangar. * Expanded ship hangar, or re-purposed for general ships. * Expanded ore hangar.

I would only have to add that while the rorqual is in deployed mode it cannot be assisted. Otherwise with both of these bonuses, they would become the new doctrine for nulsec.
Everything else you mentioned though is making me *grabs a napkin* drool a bit. Lowering the average to make you look better since 2012. |

Still, with 90% resists, how effective would remote structure reps be if there was a fleet of rorquals? Lowering the average to make you look better since 2012. |
