by smarter i mean a true agression system, being an everquest vet i was supprised that EVE NPCs will shoot at someone whos doing crap damage but got inital agro and ignore someone doing huge damage, just seems odd.

I just hope they get smart enough to stop fitting all the miner 1's i find in their loot

They can switch target, all depends waether their initial target are within weapons range. If its not, then they will switch target.

Yep, noticed as well.
The "hate" mechanics is extremely elementar. You enter, or zone, and you keep the "hate" no matter what.
A Dominix with 2 med, 2 large shield and 2 med reactor doesn't "attire" any attention at all. In other games, damge or, in this case, healing will attract so much hate that the mob will turn on that Dominix in microsecond.
Don't know what to tell you really.....

is it true that atm who enter first is the tank and most of the time remain tank until the battle ends or is destroyed
this can make the npcing quite simple in fact as long they can't break the tank is quite simple to defeat them...
on the other hand even an aggro system have its cons first it could be bad for players that play a damage support role, but also it can makes things even easier...
generally is quite difficult for a single npc to break a decent tank so even a difficult complex (or even mission) with lots of enemy can be made easier just "deaggroing" some enemy ships from the main tank so reducing their overall damage...
if on a class based system (like eq) it could make a fight more challenging, protect healers nukers, mantain aggro and so on...
i think in a game like eve when everyone can fit a decent tank/damage dealer an aggro system could make the game actually easier and "force" players to use tanks fittings to maximize their effectiveness.

NPCs act as a dumb hive mind rather than as a team. In L4 Enemies Abound 5/5, supposedly one of the toughest missions in EVE, 38 NPCs, half of them battleships, focused fire on the Command Ship while my Armageddon remote tanked it and drained everything in sight with five heavy nos, and our supporting HACs massacred the tacklers and cruisers.
Even a system whereby mission NPCs act as individuals would represent an improvement in combat effectiveness. A mission team can render itself near-invulnerable so long as it has the power to call Primary on behalf of the rats.

itd be nice for sure.... Imagine npcs that didnt spawn or despawn but behaved like players with a set routine of chores in mind, for eg/ serpentis guys need minerals to fill a daily quota for their region and so send out mining ops, if destroyed these ops must be replaced, if the quota is not met then the serpentis blokes deploy more suitable defences for their operations, same goes for patrols and any serpentis stations that could be placed around, maybe even POS style getups.

They will not get smarter any time soon.
Drones will not be fixed any time soon.
Fixes will come too slow to make any significant difference in the next year.
CCP is drowning in work and it's unlikely to get any better Soon (tm).
A cynical assertion born of observation. Only CCP can prove it wrong.
