Yeah, nice idea and all, but I'm skeptical about how you can do this without increasing server overhead significantly.
The only way I can envision this working is if the system is at or above a certain level of tidi for a certain amount of time, custom ship skin information is no longer sent. Skins your client had already received prior to this would continue to display, but new ships coming onto grid for example would simply display their default skin. It's basically pattern ID, x,y,z position, y,p,r rotation, rgba tint, +ù however many surface IDs the ship has GÇö 28 bytes per layer, call it 128 bytes per ship or a 640k one-time load for a really massively overcrowded grid with everyone sporting a unique paint (i.e. assuming that each paint doesn't simply have an ID that can be prefetched and/or loaded asychronously). they would be able to have the system stream paint jobs in, so in an overcrowded situation, either no custom paint loads at all, or the system slowly starts swapping paint out on ships for you as you get them, but having the paint coupled with the "brain in a box" system would keep it seperate from the normal processing system, meaning things like tidi have no effect on it or it on tidi.

They haven't given this information. More than likely it will be a station service just like character customizer.
Then, just like clothing, some designs will only be available through specific means, as well as some "pre done" paintjobs.
You want digital camo? gotta buy it from the cal navy store.
That seems the most likely implementation to give people customization, and is a pretty good one, so long as designs don't get consumed. It would allow there to be some rare looks and designs while still making ships mostly customizable.
I'd imagine concord LP store would also sell things to give your ships police lights =P |

Epic Games is going to try to do the same thing with the new Unreal Tournament.
