It seems like it'd better than having to "ask a question" on the website. So I have to wonder:
Has anyone used it? What was the response time like? Did it work better than "asking a question?"

Well, at least PvP wasn't involved, so there's a chance I might get it back! --

Ugh. About the same as "ask a question" then. --

I put one in and frankly after 36 hours with no response I simply deleted it, took the insurance and no longer fly tricky missions during peak hours. By the time the GMs get around to reading the petition, investigating it, verifying all the things they need and reimburse me I'll have made the money back twice.

In the week or 2 it'll take to get a response (since I doubt those are high priority like stuck, exploit, harassement...etc), you'd possibly be better off buying a new ship, and npcing for isk during that time.
And then if nothing else, you may end up with a backup ship.

I was out ratting for isk when it happened, and I've got a back up ship from empire now. What got me was the inconvenience of where it happened.
I've decided to leave the petition in through the weekend and see. If there's no repsonse, I'll take the insurance payout and call it even. --

It just seems to be a faster way of doing what you could do before with the "other" petition. Can't see any reason why it should get processed any faster than the old method ______________________ 106 days and still a hijack virgin... Cherry popped! ~kieron

I put one in for a lost Corm due to a disconnect, going on 2 weeks give or take...haven't heard a damn thing. Not even an automated reply.

For me, Eve crashed whilst I was engaging some Macro-miners in Apoc's - when I finally got back online, I was in a pod. I petitioned it and got my ship back in 15 days - with an amusing evemail from concord.
No complaints, and considering the amount of bogus claims I'm sure they must get, I expected to have to wait longer.

My method... If its T2 petition, if its T1 then dont
at the end of the day you still have to reinsure it and you dont get back all the mods that droped as loot
Go out buy another ship and go make money... saves a long and boring wait

I had some trouble with "give money" a few weeks ago (gave the moeny to a deleted char in my adressbook), used "ask a question". When I got no response after 8 days I used the ingame petition.
I got the reaction to my question 11 days ago (which resolved the issue sucessfully), I got a response to my petition yesterday (forgot to close it). So the petition system is if anything slightly slower
