Caldari frigates are notoriously bad at warping.

caldari ships, despite their small size and reliance on shields over armor plating, have the heaviest masses. that means they don't warp or speed up very well.

I have a cap booster but it doesn't matter, it fails even with full cap.

It's fun when you take an alt into 0.0 and have to cover 250+ AUs without any cap/warp skills.

Yeah, you have to spend a certain amount of cap to travel in warp. How much depends on your skills and how far you need to warp (there are other factors but we'll keep it simple).
To warp further you need to train skills that increase the capacity, not recharge rate, of your capacitor. You can also train skills so that warping just costs less cap per jump. Adding batteries to increase how much your capacitor can store will improve your jump range. Increasing how fast your capacitor recharges will not as the cap cost is paid in full at the start of the jump when it opens the warp tunnel.
Small ships have problems in large systems due to their smaller capacitors. I have very good cap and nav skills and my smaller ship like inties (with the small cap reduced further by the MWD) frequently have to cross large systems in multiple jumps. Unless it is a courier ship I wouldn't change it's fittings so it warps further if such a change is detrimental to it's primary funtion, say as a combat ship.
