When you jettison ore into a container, when does the time start? When you first jettison it, or after the last time you put something in it. I also read that if you rename it, the time starts over is that true?

No, renaming it doesn't reset the timer. From what I hear though, renaming it extends the timer to two hours after jettisoning rather than one.

Cans last for one hour + a random factor. This factor seems to be inversely proportional to the amount of stuff in it. I've had cans that I left a few ore units in last over a day, and have heard of full cans popping at the end of the hour.

Do these timers apply to those secure containers you can buy as well?

Secure containers will sit there forever (unless somebody shoots it with guns until it blows up) once anchored. I'm not as sure about what happens if you just jettison them and not anchor them, but I'm pretty sure they'll still sit there until blown up or scooped into someone's cargo hold.

This is certainly not the case!
If in doubt rename it with the current EVE time, then once an hour is up and you're using it for mining just create a new Jet-Can and transfer the content to that new can. Now have an hour more :)

So what is the downside to just jetting the cans as opposed to using a secure container? Just that it can poof in an hour?

That, and anyone can take from the jet cans.
Of course, the secure containers are tiny compared to the jet cans, so they're not all that wonderful an alternative except in busy systems.

Yeah Giant Container holds 3900m3 so you'll need at least 7 of them to hold the same amount as a jet-can 27,000m3
Also you cannot deploy a general container within 5000m of another container or asteroid, which can limits it's location and usefulness. Where a jet-can can be dumped anywhere and even towed with you as you move through a belt :)
But yes ORE pirates are your only concern other than them popping on their own.
