returned to eve a while ago after a 2.5 year break... Im probably going to buy an alt account with isk so i can skip the learning skills (one time was enough).
My question is, how does the process work? Is there protection for the buyer or are you relying on goodwill and morality? I don't really want to just give someone my hard earned isk only to get nothing in return.
Has anyone done this recently? How did it work?
Thanks

You cant scam with char transfers. The GMS will whomp the scammer. Head on over to the Sell orders forum and pick a char. Im sellign a char with 2 advanced learnings to 5 and the other advanced learnings to 4 if you are interested. About 750 mil isk ought to do it.
As for training him up, take a PvP University course and you will get guidance on that.

make a post in the forums, and make sure you check out sec status etc of char first. CCP will protect you from character fraud, like it protects GTC sellers/buyers.

If a character is auctioned on the forum, you are announced he winner of it by the previous owner and you transfer the agreed ammount of ISK over to the previous owner, he or she will have to transfer said character to an account of you and will be held responsible by the GM team to transfer what was auctioned.
What you need is:
an account which is currently subscribing (no trial or canceled account) the ISK to pay for the character
What the seller needs:
the character in question on an account currently subscribing and in an NPC corporation the transaction fee of Ç20 he has to pay for the transaction
More information how all is done can be found in the FAQ secion for character transfers here

I have a client with a main character and 2 alts, I am paying for this account annually and would like to sell the main character but keep the alts, is this possible or do I lose the entire setup when I transfer the main character? ( the main character has about 10 mil skill points). If I put this character up for auction and it is purchased, what is the step-by-step procedure for actually completing the transfer? Thank you for any assistance.

as said above, the one purchasing the character either has an active account he wants it transfered to or he creates one, you then transfer the character and pay the transfer fee.
see the link I posted in the last answer.
