Here's the basic premise:
It's a capital only module to make sure it doesn't get spammed by frigates or other cheap stuff. Module is activated against any ship with a jump drive. The module is "siege-like" i.e. cycle time measured in minutes and you cannot receive reps during that time. At the end of the cycle the hostile ship is forced to jump away to the nearest non-cyno jammed system Limitations Target ship cannot be forced to jump if it is pointed and/or bubbled W-space functionality a mystery. Easiest approach would just be to ban the module outside of K-space. If target ship's cap is below minimum jump requirement, jump proceeds anyway and the ships cap is reduced to zero%
Why? It's just an (horribly unbalanced) idea to spice up capital warfare. Capital warfare already has DPS, reps, neuts, doomsdays. In Eve there are many ways to stop a shio from doing something. You can stop them from warping, or jumping, or using mods that need cap, or fast subwarp speeds. But nowhere is there anything that removes the control of the ship from the pilot. And I at least think it's a very poor idea, both from a game standpoint and from balance.
As far as balance goes it's rather crazy. 10 titans + 10 carriers vs 10 titans + 10 dreads, dread team wins. 10 titans, 100 carriers vs 10 titans, 100 dreads, the 100 carriers side each fits a module, and whisks probably 80-100 dreads off the field at the end of the first module cycle.
It's just not a well thought out proposal. |

This doesn't spice up anything. All it'll be used for is saving friendly caps when the bubbles/tackle is cleared.
For the sake of clarity, would siege/triage stop it from working too? |

For the sake of clarity, would siege/triage stop it from working too? Yes. The idea was that anything which would normally prevent a ship from jumping would also prevent this module from working. The only exception being capacitor amount.
It would hopefully spread a capital fight out over 2 systems, since anyone could determine which is the "closest non-cyno jammed system" and camp it with a capital gank squad. This would force both sides to, at the very least, have eyes in that system just to know the risks of dropping caps in fights nearby.
It would also give home side the option of playing meta games by e.g. onlining a cyno-jammer POS module during the fight (or offlining one) and thus changing the destination system mid fight. If they plan that move in advance they can judge where the new destination will be and have a force there well in advance of any hostiles, just itching to gank some unwary capitals :) Fleet Bookmarks New Gravimetric Sites Med Clones 2.0 |

This idea is extremely rough around the edges and I'm not sure if I agree at all with the execution.
But the intention to somehow force battles between multiple systems intrigues me. Find a way to refine that goal and I think you've got a stew going. |
