For Public Disclosure
As follows are results of internal audit and review of corporate operations and protocols for Pyre Falcon Defence and Security effective 30 June 117 AY undertaken upon request of, and implemented by the Executive Board of the company.
I. In order to facilitate effective review of corporate arrangements with external entities a hard reset of company standings at the level of the CONCORD-SCC shell was undertaken. As of 30 June 117 AY upon conclusion of internal review, In Exile. corporation and its associated CONCORD-SCC Alliance Conglomerate, Imperial Outlaws. remain the sole and only entity Pyre Falcon Defence and Security maintains standing CONCORD-SCC arrangements at present. Any and all other corporate arrangements or standings having been concluded or terminated by 29 June 117 AY.
II. Upon receiving extradition request for trial under Tribal Law by Shaman Avlynka Surionen of the Sebiestor Tribe of Three Thousand and Forty Three (3043) Prisoners of War holding Republic citizenry currently being held in detention in corporate facilities in the Caldari State, Pyre Falcon Defence and Security will honour the extradition request once suitable arrangements are found to secure a cross-border transfer of the prisoners at the earliest possible opportunity.
III. Legal restructuring of the company as follows:
a) Pyre Falcon Defence and Security will remain registered in the Caldari State as a privately owned and traded company with corporate headquarters in the Nonni solar system.
b) Pyre Falcon Defence and Security will maintain a separate and distinct CONCORD-SCC registered shell in the same name. The purpose of this legal shell will be for the contracting of CONCORD-SCC registered independent capsuleers which will be considered for the period of their contract to the company as individually incorporated entities and as such are not directly employed by the company.
The purposes of this restructuring will be to prevent vicarious liability on the part of the company for actions undertaken by its CONCORD-SCC registered independent military contractors or their staff for the duration of their contract with the company. In particular those cases in which aforementioned military contractors must prosecute pre-emptive defensive actions in the defense of lives or assets in low-security or null-security sectors.
IV. Pyre Falcon Defence and Security will integrate a chapter of the Black Falcon Cadre Organization with Chairwoman Veikitamo Gesakaarin serving as Chapter General-Secretary and CEO Hevaima Gesakaarin serving as Chapter General-Undersecretary.
Recruitment into the Black Falcon Chapter will be conducted both internally and externally at the discretion of its General-Secretary and General-Undersecretary. Chapter members will be integrated as corporate operatives part of an Company Commissariat in a new organizational structure with deliverable outcomes mandated in the areas of Human Resources and Internal Security.
Amendments to corporate operations following this organizational restructure of the company will be:
a) A portrait of Matias Sobaseki measuring no less than Twenty-Five(25) by Twenty-Five(25) centimetres is to be placed in a position of prominence with unrestricted line of site within company owned property that includes, but is not restricted to: conference rooms; briefing rooms; offices; classrooms; dormitories; and barracks.
b) Company Reveille will be conducted twice daily at 0600 and 1800 Hours at all company owned facilities. The Reveille will consist of the lowering of the Kaalakiota Flag to, "A Hymn to Sobaseki," and its raising to, "Fatherland, Never Forget." Attendance at Reveille will be expected of all company employees except CONCORD-SCC registered independent contractors and their personal staff.
c) Company employees will be expected to attend scheduled meetings and events held by Black Falcon Company Commissars totalling no less than Six (6) hours per calander month. These meetings and events will include subject matter that includes but are not restricted to: Political Theory; Cultural History; Economics; Foreign Affairs; Parade Drills; Small Arms Training and Small Unit Tactics. CONCORD-SCC registered independent contractors and their personal staff will remain expempt from these requirements.
d) All company employees will be expected to be cleared for Small Arms usage as directed and authorized by Black Falcon Company Commissars. Upon completion of firearms training all employees will be issued a personal sidearm and required to have it openly-carried and holstered on their persons at all times during their work shifts and while on company property. CONCORD-SCC registered independent contractors and their personal staff will remain exempt from these requirements and will be notified that personal firearms are not authorized while on company property.
V. Pyre Falcon Defence and Security will be issuing a Class C (non-voting) serial stock to company employees which will pay out guaranteed quarterly dividends in ISK as part of a competitive remuneration and pension package to be combined with a superannuity portfolio to be set at an assured 10% per annum.

Moral and ethical conduct of a man is to destroy enemies of the State. To pull the trigger, when your heart tells you that you shouldn't, but your brain and your duty tell you, that you must. Have you thought, how many Caldari these jaijii can kill, if one officer would be afraid to pull the trigger?

There's a damn good reason we have treaties and laws in place to ensure the rights of prisoners of war, and it's not about being nice. It's about ensuring our own men and women get home safely and in one piece. If we have to treat others like we want them to treat ours to make that happen, I don't exactly see anything but a win win situation here.
Killing a POW will do nothing but make their people fight tooth and nail to the last breath to avoid capture, making the fights even worse for our own people as well. There's just no good reason to break a whole slew of treaties and State regulations, in order to make things worse for State personnel and crew.

As for my crew, they fight for the State, I screen them precisely, if they would agree to surrender to enemy, I don't give them positions on my ships. In case of hostile boarding they are ordered to fight to try to capture enemy vessel, and they always leave last bullet for themselves.

I would like to add several points about POWs.
1. Surrender is dishonorable.
2. 3043 minmatar citizens can be crews of 608 top notch fitted wolves and jaguars (for capsuleer usage), or about 1500 poorly fitted capsuleer assault ships.
3. POWs are taken to prevent them from participating in conflict again, as an alternative to killing. This means that those, who take POWs take responsibility of keeping them until conflict ends.
4. If the corporation doesn't have resources for maintaining POWs alive in captivity, it can transfer it to those, who can. For example, detention facilities in the State or Empire. I believe that transfer of minmatar POWs to Empire authorities is the best course of action.
5. Release of POWs or transfer them to hostile authority is acceptable only after the conflict ends. Otherwise, it is supporting the enemy and the fact of borderline treason.
6. According to words of a certain minmatar, they (minmatars) hold their honor only toward other minmatars, this means a word given by a minmatar to a non-minmatar can become void. Thus, giving POWs for Tribal Tribunal is equal to releasing them to hostile authority. (This also makes business with them difficult, as the basis of the business is trust).

My own policies against POWs are quite simple:
- Do not take Gallentean POWs and do not accept their surrender, since I don't want State resources to be wasted on supporting their lives. - Transfer Minmatar POWs directrly to Empire authorities ASAP after capture. - Caldari POWs are given chance to tribunal (usually consisting of three of my crew top ranked officers) and are publicly executed for treason. - Amarr POWs are transferred to the State authorities for them to decide their fate, whether they will be extradicted or not. |

I would say that this return to a more cultured age within the company has been long overdue. Its postponement due only to the political circumstances of the Kaalakiota Spring of last year and the general culture of silence and discretion inculcated within the Black Falcon Cadre, its predecessor Special Tasks Unit 319 during the War of Independence, and the revolutionary urban guerrilla units that fought against the tyranny and oppression of Federal authority prior to that.

Then I recommend you to learn what does exactly fair, balanced and measured answer mean, so you could adjust your attitude next time and don't represent yourself as unprofessional.
I have put a valid point, and you turn it to banal groundless insults. Technically, that's just prisoner transport. They're not slaves until enslaved, which can't legally happen in the State. If you want legal issues, I'd say the murder of surrendering forces, murdering State personnel etc certainly qualifies. The problem becomes that we're really not bound by their laws. We're given swats on the nose by CONCORD if we accidentally something in high-sec and that's pretty much the extent of it.
There's not many of us that allows tighter bonds than law to govern our demeanor in New Eden. Some of us consider our loyalty and bond with the State to mean that we should uphold the ideals, rules and measures taken by the State even if we aren't legally bound by them anymore. It's such a pity Diana Kim isn't one of us, because if nothing else she does have a fire that could burn brightly within the right framework. Prime Node. Ask me about augmentation.

As for capturing slaves as POWs (for example, from amarr and some pirate vessels), they lose their status as slaves and become prisoners, and will be dealt accordingly. If they were slaves to a holder, who was fighting against the State, they were fighting against the State as well, and thus should be treated as enemies of the State.
