So, over the past six months, I've seen a lot of "Rebalance caps!" suggestions, and really dislike a vast majority of them. I sat down to think of some low-cost (For CCP, that is) solutions that could have a dramatic and hopefully refreshing effect on Capital Warfare as a whole.
I'll outline the changes, and then explain the theory behind them.
1. Regular cynos require a charge-up phase before becoming active. The ship is still imobilized, and a local on-grid beacon is present. The beacon is not visible to all in solar system until the cyno has charged and "opened" so to speak. Maybe a cool graphical effect when the cyno goes live like a shockwave or pulse from the beacon.
2. The time taken for the cyno to charge is 30 seconds, with the Cynosural Field Theory skill reducing the time by 10% per level (15 second spool up at level 5). Gives incentive for training that skill up for non-Black-Opsy groups.
3. Cynos consume liquid ozone based off of the ships that come through. Only so much can come through on one cyno. Once that fuel is depleted, another cyno needs to be placed, the pilot needs more fuel, or he/she needs to pull fuel from a nearby can, depot, or fleet hangar.
The "intended" result.
A) A capital force will find it much more difficult to enter field when subcap presence is lacking.
B) It helps reduce "hot drops" of capitals by large entities against smaller groups of players.
C) Gives rookie FC's a bit easier time entering into the scary world of deploying capitals, as they have at minimum a 15 second window to decide what to do.
D) Faster, more agile groups can escape when the opponent does not have a firm enough grip, giving more planning options when designing a fleet for an engagement. Fast and agile to evade possible hotdrops, or heavy on tackle in anticipation that the opponent will pick a flighty setup to evade your own capital escalations.
E) Still possible to deploy large numbers of capitals, just not as quickly.
F) Possible to prevent the opponent from dropping support directly onto grid much easier, encouraging fleets to bring in support off-grid and warp it in, potentially creating "multi-grid" engagements where much greater tactics and strategy come into play.
G) Escalations need to be planned a bit more heavily, as Liquid Ozone becomes a much more heavily used commodity, and cargo space of the vessel lighting it dictates what can jump to its individual cyno.
H) Decreases the effective speed with which large fleets can move across the galaxy. 15 second spool up, and the ship has to sit there and wait. You can light cynos in a Badger for lots of ozone, sure, but getting it to the location is more difficult. It is more time efficient to bring the ozone and needed cynos to move the fleet with the fleet itself. Example: Fleet is waiting on a POS tower. Cyno goes up after a spool up delay, and a ship with larger hold such as an industrial, a carrier, or cargo-fit black ops jumps through or is bridged. This vessel lights cyno, and the rest of the fleet jumps to it. The next waypoint goes up on a hostile grid... spool up... spool up... cyno is live! A few carriers enter, and one spools up a "bigger" cyno, one with enough liquid ozone behind it to carry in a larger portion of the capital fleet. The carriers sustain the cyno carrier until the cyno is open, and the rest of the force jumps in. Doing this over longer distances and with larger forces means that more fuel as well as ozone need to be delivered, staged, and carried. This is less of an impact on smaller groups who posess less capital muscle, and means that larger alliances have to flex a bit more of their logistical and strategic might to achieve the same long-distance big-fleet movements.
I) It allows small, dedicated groups the ability to interdict the movement of capital into an area by watching carefully on their station or system for charging cynos, potentially killing them. By doing this, they are encouraging their opponent to bring in a subcap force to ensure the safety of the cyno as it charges, creating more pew, or find a new midpoint.
Possible problems:
A) Balancing the amount of Liquid Ozone that is to be used may be difficult. I imagine it following a similar Mass-based system as wormholes.
B) The cyno charge time means that lone pilots who are moving their personal capital to and from locations may have a more difficult time with the spool up on stations. Red Frog, "suitcase" carriers, etc. may suffer.
C) May impact the ice market and cause more demand on the liquid ozone market, driving up prices.
I'm no expert on the subject, but most of the downsides I can think of are fairly minor ones, and most would simply involve a paradigm shift in how we view the relationship of a capital fleet with its sub-capital support, and vice versa. Mainly posting this to get feedback and get people thinking on the subject. |

Capitals are already underpowered.
If you want to balance capitals, fix the one outlier capital ship that is better than all the others at its role (hint: it's the Archon). Archon and Chimera should be equivalent but Archon is clearly superior. Things are only impossible until they are not. |

All of this has been suggested before, and all of this will be suggested again. By other people who, like you, cannot be bothered to search.
Please explain how making capitals mildly more annoying to use is in any way a rebalance? I welcome these sorts of changes, as they would prevent small groups from hotdropping CFC ratters, or even fleets. Capital fleets will just jump a few cyno carriers in with the first wave and see no other change. People trying to hotdrop ratters or fleets, however, will just die in the 30 seconds it takes to spool up. |

I actually searched around a tiny bit. I check in this forum regularly, and didn't remember seeing one, and my search didn't turn up much. Perhaps I wasn't searching for the right terms.
Anyway,, I don't see how it makes them more annoying to use. Perhaps it inconveniences some people, but so do a lot of changes that happen to EVE; someone somewhere gets the short end of the stick. On the whole, I see something similar to this making capital combat a bit more of a dynamic environment. Even still, I'd not really call this in and of itself a "rebalance" at all. Its a way of changing them for what I personally believe to be the better, not "fixing" them or "rebalancing" them. |

I am not sure what would be better, the removal of the "I have more caps so I win" factor, or the amount of crying on the forums from all the super and titan pilots from such an arbitrary "fix". |

Honestly, if CCP removed capitals from the game it would probably be the end of EVE. Things are only impossible until they are not. |

I gotta say I really like this idea. The idea of the cyno hasn't changed since the game first introduced Capitals that could Jump. There have been alot of changes since then and I think this is one of those changes that is overdue.
And, to defend the OP, this thread is certainly not a rebalance thread. It is, on the other hand, a suggestion that makes a capital fleet really think about the worth of their jump. If its moving a fleet in order to siege a system and take sovereignty, then it simply adds another step to the process that will already happen. If its bored supercap pilots thinking about hotdropping some lonely miner, well, if you have the spare ozone, go for it.

I) Us gankers would really like more time to lock down a capital before it jumps away when its alone and travel fit.
Jokes aside, large fleet battles are not going to change from these suggestions. If anything, it gives more incentive to drop more caps on one point to lessen the problems of if it goes wrong. (cause you know.. more is better eh)
