Like many others have said the ability for huge coalitions to move their fleet from one end of their territory to the other in a matter of minutes is the thing most responsible for the stale state of null. I suggest that mechanics be altered to make traveling in large groups be more difficult.
Make gates have limited charge. My numbers will need some refining but each gate will generate one jump every minute and have the capacity of about a hundred. Jump bridges will also have the same limits in addition to their fuel costs, which should also be increased to a meaningful level, the +50% that just happened was from something so small it doesn't mean anything.
Capital jump drives destabilize the space they jump to and from which increases exponentially with the number of jumps and damages any ship that jumps after it and to a lesser extent the cyno ship. This will dissipate slowly. It will have to be system wide to give it a meaningful effect though if possible the effect would increase the closer it is to the point of entry. At some point this destroys everything that tries to jump in.
Increase the mass and time variation of wormholes. In addition multiple ships entering at once amplify the damage they do to the wormhole.
Remove death jumping. It allows for infinite instant travel of your character. Make it so you must be in station to move your medical clone somewhere and not have used a jump clone within a certain time. Newly made jump clones will also be unavailable for about a week.
A fleet will still be able to reach its destination, though not all at once, and not from the same direction. This means a smaller group will be able to do meaningful damage to a larger one though they will have to do it fast before the rest of the large fleet is able to arrive. It will also make for some new kinds of fights such as a fleet deliberately draining a gate.
This will not do anything to what I have seen as a usual roam or hotdrop, 10-20 people, unless a fleet of similar size has deliberately drained the gate ahead of them. The exponential increase in jump damage should be set to become meaningful at about 15 or so and then only destructive at considerably larger.
This will have an interesting effect when a large fleet enters a system from all directions and completely drains the gates and jump stability in that a defending fleet will be unable to enter for a time. The attacker will however be unable to leave for the same time so the would be defender can instead hit the attacker's systems while that fleet is stuck. There is no effect on a blob being somewhere, only on moving all at once.
As for highsec this would break up the trade hubs and the most heavily populated mission systems. The common choke points, unless specifically increased, would become nearly impassible, making them an even better target for gankers, though the gankers would themselves have difficulty getting around there.
The effects of this will be interesting if nothing else. It might even put a dent in the huge coalitions though saying for sure is impossible.

Your "limited charge" idea will absolutely screw travel for .. well, basically everyone. It will have an effect on the economy, too.
All of your ideas will have one basic result: Whoever jumps the most people in first wins the fight. Combat will become less about actual fighting and more about blobbing as hard as you can to lock the other group out. This is the same thing as trying to put a cap on systems other than Jita, which CCP has already stated is a bad thing for the reason I just mentioned. |

It was never about a single fight its about all of them. And yes having your blob in system first means you will be unbeatable there but being there means you can't suddenly be anywhere else which is the whole point here. |
