Hi should be hi, lo should be lo, null should be null.
I would postulate there is more griefing in hi than null. Why? Because the people in null have accepted the risk while the people in hi have not. And why should they have to?
IMO,
Hi should resemble a civilized police state. Major countries at war would not allow the type of shenanigans that go on in hi sec EvE. If someone gets a criminal flag there are actual consequences, not loopholes that allow you to openly flaunt the laws repeatedly.
Lo should be the wild west circa 1880. Some amount of law, but spread out and sometimes outgunned.
Null is Somalia of today. Everything run by warlords.
Having definitions such as this would in no way affect the way people play other than those who use game mechanics to cause harm to others with impunity in hi sec. If you really want to blow up other players space ship, then be a true tough guy and do it someplace where other people want to do the same.
Just my opinion. This thread has so much content it may be 'Thread of the Year' and it is only January.

And it so happens that hi sec is hi sec, low sec is low sec and null sec is null sec. Now where was the issue?
Also, hi sec is nothing near a "civilized" police state.

You started with a grade of security one step too high. High sec resembles the wild west, if the wild west was policed by rent-a-cops, which is exactly what CONCORD is.
The major factions don't have the means or motivation to police their own space, which is why they also claim low sec as well as "high sec". They are and have always been what null sec currently is, large blocs of influence with no substantial or constant presense in any one of them, but the ability to defend any point in their territory against invasive or hostile acts. Nullsec is not somalia. Nullsec is just another empire. Except unlike the highsec empires, we actually protect our citizens. |

Pretty much this. My "civilized police country" (although "civilized" and "police country" don't mix very well) looks more like NPC null - there is, on paper, an owner of the space, but everyone is free to stomp on you if they see profit in doing so. o.0 |

There aren't many RL countries where police will KOS if you so much as 'illegally' hug somebody (aka web him).

.
I missed this first time round....as other posters said, I am not sure which planet you live on, but on earth, flaunting of laws repeatedly, even with a "criminal flag" is hardly unusual.
IMO null-sec is safer for the reason that it is like a neighbourhood where everyone has military grade hardware on their front lawn....sure, you can try and do bad stuff there, but you need to bring bigger guns than they have, or more guns. Hi-sec is full of people walking around a shopping mall or playing at a themepark.
One set of targets is easier than the other, when you figure out which is which, then you understand why "griefing" happens more frequently in one location than the other, although, admittedly, the mass of forum upset about people in invisible ships just sitting in space tends to indicate that null is not griefer immune either. Obviously the OP missed the part where EVE is a dystopia... as in, the systems here is are dysfunctional and twisted forms of what we are familiar with. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective.
